Organizational Setting
FAO Partnership and Liaison Office in Azerbaijan in partnership with the Ministry of Agriculture of the Republic of Azerbaijan is currently implementing “Support for Structural Reform and Strategic Development of Agrarian Services Agency” project under FAO-Azerbaijan Partnership Programme (FAPP, 2016-2021). The project aims to support structural reform and strategic development of Agrarian Services Agency by enabling strengthening the delivery and effectiveness of the veterinary, crop protection, seed management and technical control services in the country.
The development and restructuring strategy of the Agency will be prepared in coordination with the relevant departments of the Ministry of Agriculture and Forestry of Turkey (MoAF), including the Directorate of Strategy Development and the Directorate General of Agricultural Reform under the framework of South-South cooperation.

Technical Focus
In this regard, under the overall supervision of the Assistant to FAO Representative in Azerbaijan (AFAOR), the direct and operational supervision of the Program Management Specialist (FAPP), the technical supervision of the Lead Technical Officer (LTO) and responsible FAO Technical Team, International Consultant on Seed Quality Systems will carry out the following activities:
Tasks and responsibilities
- Assess current practices and procedures at seed testing laboratories of the ASA (the central and regional laboratories)
- Identify capacity-building priorities and prepare teaching materials for training workshops on seed testing procedures (laboratory applications and field inspections) in coordination with project partners and ASA staff
- Work with the beneficiary as well as national and international experts and stakeholders to evaluate the current state and the development perspectives in seed sector
- Contribute to the development of the strategic development plan of the ASA in regard to seed testing and quality control services based on the findings
- Provide the recommendations with regard on the improvement of the system for control and registration of imported and exported seeds
- Contribute to the identification of key components of the protocol and control system for imported seeds and seedlings, registered and not registered in the State Register, and provide the relevant support to the establishment of an appropriate mechanism
- Provide substantive support and technical expertise to legal consultants in reviewing and revising the legislative base related to seed production and quality control
- Prepare a brief end-of-assignment report summarizing work performed and recommendations for future activities
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
- University degree in agriculture or other related sciences;
- At least 8 years of experience related to the seed production, seed testing and capacity building in seed quality control;
- Working knowledge of English
