TITLE : WASH in Emergency Specialist

Purpose of position :

This Purpose of Position will be used in the WVI Careers site, and if applicable, advertisements. Please describe the role in 2-3 concise sentences. Major Responsibilities :

WASH Management :

Provide sector Management for timely and appropriate delivery of WASH activities. This will include the following :

  • Insure WASH is included assessments to identify robust WASH response ;
  • Contribute to the design and implementation of WASH programs with programs and operations team and develop an integrated WASH plan, budget, program and detailed implementation plan that is aligned with the RESPONSE strategy ;
  • Ensure monitoring of frameworks are understood and effective in meeting needs of affected populations ;
  • Engagement with Donors and other partners to ensure that WV is a viable partner ;
  • Coordinate with other sectors to promote integrated programming in emergencies when possible ;
  • Work collaboratively with Grants Acquisition and Management team to develop WASH fundraising plan and support rollout of plan. This is likely to include donor positioning, donor interaction, strategy development, proposal submission ;
  • Coordinate with finance in the design and management of budgets ;
  • Develop key messaging in emergencies for communication team as related to WASH ;
  • Assist in recruitment of the appropriately qualified local and expatriate staff to implement WASH programme ;
  • Participate in WASH specialists team meetings and update the response on actions related to WASH at programs and operations meetings ;
  • Review and refine WASH programs including their budgets as and support baseline measurements ;
  • Represent WV at key coordination forums such as with Cluster and/or national, local government and civil society planning meetings; Ensure that WV work and plans are included in all reports including 4Ws ;
  • Document and share lessons learned ;
  • Develop and implement sector plans with community engagement and utilizing Do No Harm approach ;
  • Determine sector organizational structure and staffing plan and ensure reviewing/adjustments of JDs/ appropriate budgets as well as contribute in setting of performance indicators ;
  • Ensure sector program and project log frames refer to technical standards, consider government standards, Sphere Standards, WVI Humanitarian Accountability and Protection and are aligned with the organization DADDs and sector packages.

Capacity building :

  • Capacity assessment of WASH staff (local staff) and develop a development plan which includes skill transfer. Facilitate WASH in emergencies training opportunities for relevant staff ;
  • Ensure that WASH staff understand the importance of working with other sector staff in the responses. This includes, health, nutrition, protection, child protection, education, livelihoods and economic development ;
  • Adapting national training materials as appropriate for NO and learning centres.

MEAL and Evidence base :

  • Support in formulating guidelines, processes, measurements, and standards for the design, implementation, monitoring, and evaluation of WASH projects in collaboration with other advisers and MEAL ;
  • Ensure that accountability mechanisms are in place for community and stakeholders feedback on sector are reviewed with communities based on the concept of Community Based monitoring and evaluation.
  • Through providing technical analysis and support in the development of research for best practiced WASH designs and application of core project models in the setting ;
  • Through collaborating with health sector specialists to identify successful evidence based WASH programs for adaption in context appropriate programs local health agencies   ;
  • Facilitate the production of high-quality reviews, analyses and reports and/or secondary research about the application of WASH initiatives and practices in programming ;
  • Through development of systems and reporting mechanisms for surveillance, field investigations, real time evaluation and post project evaluations to test the effectiveness and impact of WASH initiatives and practices ;
  • Develop a WASH plan aligned with the WVI Humanitarian Accountability Framework.

Through developing specific tools and indicators to assist National offices for writing good WASH proposals.

Networking and partnerships :

  • Ensure, in collaboration with NO WASH manager the organization is effectively represented in key forums WASH clusters, UN and academic forum and other WASH related NGOS and organizations) and build and maintain these networks ;
  • Seek opportunities for interagency collaboration ;
  • Support the learning centers to incorporate emergency preparedness and response into their strategies ;
  • Consider participation in WASH technical working groups, conferences and forum to disseminate work ;
  • Development of partnerships with organizations and agencies to fund and implement WASH in the Mali response.

Critical Success Factors :

Effectiveness of the Advocacy, campaigns and Safeguarding Advisor will be measured by :

  • Evidence of effective integration of advocacy in NO strategies and implementation ;
  • Evidence of support by WAR leadership that shows improved awareness, sensitivity and practice of advocacy and Safeguarding  by the leadership of WV ;
  • Evidence of effective interface with NOs, APs and communities (that is, face the customer) ;
  • Evidence of applied learning on advocacy and Safeguarding across all areas of work ;
  • Resource mobilization effectiveness ;
  • Knowledge transfer to NOs and enhanced quality of technical support to NOs ;
  • Evidence-based impact of policy influence around Our Promise 2030 Targets and CWBTs ;
  • Innovation and creativity in delivery and towards program quality improvement ;
  • Improved integration and coordination with NO activities ;
  • Establishment of extensive value-added linkages and networks ;
  • Governments/duty bearer responsiveness to community demands ;
  • Existence of pro-child systems and structures at various levels.

 

Qualifications :  Education/Knowledge/Technical Skills and Experience :

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training :

Knowledge, skills and abilities :

  • Masters degree in Social Sciences, Public Administration, Public Policy, Development Studies or related area ;
  • At least 5 years relevant working experience in the development sector. Governance is preferred.

In addition the following knowledge, skills and abilities may be acquired through combination of formal schooling, self-education, prior experience, or on-job training :

  • Experience working in child protection: including child protection program design, implementation and monitoring; staff training and coaching ;
  • Experience of developing and managing the implementation of Rights Based approaches ;
  • Experience of managing empowering partnerships and other relationships ;
  • Experienced in managing research projects and documentation ;
  • Sound knowledge of sectors-WASH, Health/Nutrition, Education, and how to influence the related policies ;
  • Experience in managing national and international campaigns.

 

Advocacy and Policy Work :

  • The appointee will have significant experience with working in multi-NGO environment and in coalitions on policy issues in relation to poverty eradication, complex humanitarian emergencies and governance ;
  • The appointee will be articulate both verbally and in writing, including the provision of   policy analysis ;
  • The appointee will have the ability to work with and guide consultants in research and policy analysis ;
  • The appointee will have a minimum of 5 years practical experience in advocacy practice and influencing policy at national and regional levels.

 

Team Work :

  • Ability to maintain good relations and work effectively with other members of the Global Advocacy & Justice Team, global Child Protectio/participation and Safeguarding teams as well as Regional Operations Team to ensure that World Vision presents a professional and efficient point of contact to regional institutions ;
  • Ability to maintain awareness of the activities of other members of the team to enable mutual support during times of high pressure activity ;
  • Ability to participate in and provide leadership to a virtual cross-functional Regional Team to ensure an integrated ministry approach ;
  • Ability and willingness to undertake any other activities designated by the Regional Leader that might be necessary for the efficient and effective performance by the team of its duties.

  • Perform other duties as assigned ;

Working Environment / Conditions :

  • Work environment : Office-based with frequent travel to the field, ability to work with large diversity of individuals and groups in rural and remote areas with diverse culture and believes.
  • Travel : 30% Domestic/international travel is required.
  • On call : Available for communication with partners and colleagues from diverse time zones
