ABOUT THE POSITION

The Grants and Contracts Specialist will provide start to finish award compliance support to WorldFish projects, support Grants and Contracts Manager (G&C) in guiding Project Management Unit (PMU), Project Leaders, Country Directors and technical staff to ensure their understanding of the terms and conditions of their awards. The incumbent will use their expertise in donor/client compliance and to provide support and advice, ensuring that programs are delivered with minimized compliance risk.

The incumbent will supports Grants and Contracts Manager to ensure that PMU and Project Leaders understand on prime award prior approval requirements and follow up to ensure they are met. Contribute to development of G&C’s compliance guidance documents as requested, reinforcing donor/client requirements, reflecting best practices and award monitoring tools and templates.

The successful candidate will be responsible in the following areas:

  • To ensure project-related contracts/agreements with donors and partners contain clauses that are in accordance with WorldFish’s standards and donor’s requirements.
  • Provide capacity building across the organization to ensure relevant staff have access to information and tools so they understand donor regulations and contractual obligations.
  • Support G&C Manager in reviewing and contribute to negotiation of prime awards issued to WorldFish post award and sub-agreements issued thereunder.
  • Support G&C Manager to develop WorldFish’s compliance guidance documents as requested, reinforcing donor/client requirements, reflecting best practices and award monitoring tools and templates.
  • Support G&C Manager in addressing all queries related to agreements, grants and contracts awarded to and by WorldFish.
  • To ensure contracts are compliance with WorldFish standards for all contractually binding documents (MOU’s, MOA’s, Consultant Contracts, Host Country Agreements, etc.) through direct support of the contract design, negotiation, and signing process.
  • Support the risk management process of WorldFish by reviewing draft contracts at the approval stage when uploaded into OCS with a focus on ensuring, as far as practicable, that all required clauses are retained, safeguards for WorldFish have been defined, and deliverables are clear.
  • To ensure WorldFish processes are compliance and CGIAR Consortium guidelines (where applicable) and good governance principles, in all legal documentation by acting as primary liaison, as necessary, with WorldFish external legal advisors to ensure their timely input to contract drafting and interpretation.
  • Responsible in managing the central donor’s, proposals, and contracts master files and assure they are up to date in One Corporate System (OCS) and other data bases under the responsibility of the GCU.
  • To support compliance of grant requirements to donors for submission (Grant requirement and application).
  • Responsible to verify that WorldFish has conducted due diligence for all sub-recipients/subcontractors identified at the proposal stage, including obtaining proper documentation of anti-terrorism and suspension and other required verifications.
  • Responsible to ensure all sub-agreements/subcontracts issued under awards in the portfolio, ensure proper use and documentation by country office of G&C’s required sub-recipient management and monitoring tools, in collaboration with the G&C Document Review Coordinators.
  • Attend CGIAR updates and attend the focal point meetings together and provide constant updates to PMU on a timely basis.
  • Undertake other tasks as appropriate to further advance relevant strategies and initiatives and as discussed with WorldFish and One-CGIAR’s leadership.

Requirements

This job might be for you if you have the below skills and qualifications:

  • Bachelor Degree in any combination of the following fields: law (as first option) followed by accounting, business, finance, contracts, purchasing, economics, industrial management, or organization and management.
  • More than 5 years of increasingly responsible experience in grants/contracts management, auditing and donor compliance experience preferably in non-profit organization.
  • Demonstrated expertise with researching, interpreting, and applying donor/company/government regulations.
  • Ability to compose reports, presentations, memos, emails, and other written documents in an organized, logical, and concise manner in English. The ability to write well is extremely important, as are attention to detail and correct grammar usage.
  • Demonstrated project management and organizational skills – especially with time-sensitive work.
  • Ability to collaborate and participate in teams with a can-do, positive attitude.
  • Excellent communication skills in English and interpretation of legal language, policy statements and instructions.
  • Ability to develop strong partnerships, especially in a diverse, global environment.
  • Proficiency in MS Word and Excel databases (Excel, Access) and working successfully within an ERP environment.
  • Proven ability to integrate, inspire and develop multidisciplinary teams and manage talent, with the strong commitment to promote diversity, knowledge sharing and staff development.
  • Ability to effectively communicate a common vision to diverse internal and external stakeholders.
  • Excellent interpersonal and relationship-building skills and ability to work collaboratively with people at all levels in a decentralized, respectful, multi-cultural, multi-disciplinary organization.
  • Demonstrated ability to serve as an agent of change, in order to build a unified CGIAR culture and dynamic, integrated and agile organization.

Desired Skills and Qualifications

  • Familiarity with donors such as USAID, DFID, KfW, World Bank, UN Agencies, and foundations.
  • Significant experience in the interpretation of legal language.
  • Working knowledge of WorldFish and CGIAR policies that influence the operations of WorldFish.
  • Solid knowledge and understanding of all aspects of the prime award and sub-agreement management lifecycle.
  • Solid knowledge base regarding different sub-agreement contracting mechanisms and the applicability of various donor/client flow-down requirements.
  • Experience preparing staff for external audits and anticipating and mitigating potential audit findings.
  • A law degree holder (majoring in business) with interest in contract review, business updates are encourage to apply.

This is a Nationally Recruited Staff (NRS) position and WorldFish offers a competitive remuneration package including (but not limited to) insurance coverage for staff and eligible dependents, 15% employer provident fund contribution, paid leave and others.

Our Offer

The position will be based in Penang, Malaysia. Interviews are expected to begin in May 2022. Only shortlisted candidates will be notified and expected to attend an interview session. The successful candidate should be available to commence as soon as possible for an initial three (03) years fixed-term contract, with the possibility of contract renewal depending on performance and funding situation.
