Project Overview and Role:

Australia-Indonesia Partnership for Promoting Rural Incomes through Support for Markets in Agriculture (PRISMA) is a multi-year development program working to accelerate poverty reduction through inclusive economic growth. PRISMA adopts a market systems development approach by partnering with key-stakeholders to improve agriculture market efficiency and sustainably benefit the poor. The program aims to achieve an income increase for a total of 1,000,000 smallholder farming households by 2023. It operates in six provinces of Central Java, East Java, West Nusa Tenggara (NTB), East Nusa Tenggara (NTT), West Papua, and Papua.

Over the years since PRISMA was first established, a massive amount of data has been accumulated from the numerous activities that PRISMA has been conducting. If utilised, this data could prove to be beneficial to support the existing or future PRISMA’s interventions and could provide meaningful insights to all PRISMA’s staffs, especially to implementation teams rather than just being stored inside the database. One of the best ways to present and visualise the data is by turning the relevant data into strategic maps. This would make it easier and more convenient for all the PRISMA staff and would encourage to better use the abundant data that PRISMA have for creating better strategy.

 

Primary Duties and Responsibilities:

The Irrigation Consultant will support PRISMA to develop comprehensive modules & tools, and provide capacity building for:

  1. Irrigation technical provider (pump producer/ well driller) to have better knowledge on irrigation technical design, water requirement for specific crops, and analysis of business potential in irrigation service.
  2. Seed producer company (PT Syngenta Seed Indonesia) to have better knowledge on basic irrigation system and analysis of business potential in irrigation service.

The Rural Irrigation Consultant is expected to deliver the below areas of service:

  1. Develop a comprehensive module on the following topics and deliver training to irrigation technical provider (e.g. pump producer, well driller):
  • Brief of the rural irrigation services, covering:
    • Market actors in the business
    • Characteristics of the business
    • Brief of regulatory in rural irrigation: rules in water service fee, responsibility for OP&M
  • Irrigation methods for maize (first output/ deliverables), covering:
    • Types of irrigation method for maize, including its technical and socio – economic analysis
    • How to develop proper design of irrigation system for maize (water extraction, water distribution, power supply, service and maintenance).
    • Analysis of business potential in irrigation service and how to promote it.
  • Irrigation methods for rice, mung bean and vegetables (chili, eggplant, tomato, water spinach, caisim, long bean, and carrot), similar with point 1.b. (second output/ deliverables).
  1. Develop a comprehensive module and presentation material on the following topics related basic knowledge on irrigation for maize and deliver training to the seed producer company (Syngenta Seed Indonesia):
  • Role & key components of irrigation system: water extraction, water distribution, power supply, service and maintenance
  • Basic irrigation methods.
  • Analysis of business potential in irrigation service and how to promote it.
  1. Develop information system tools (Excel-base or web-base, whichever is feasible) to define the optimum irrigation design considering the below variables:
  • Water requirement for maize (first output/ deliverables), rice, mung bean, chili, eggplant, tomato, water spinach, caisim, long bean, carrot (second outputs/ deliverables), considering but not limited to: types and characteristics of soil,
    water needs and watering frequency along the plant growth.
  • Options of irrigation method related to point 3.a.
  • Options of required equipment related to point 3.a. and quotation.
  1. Deliver training to irrigation technical provider on the points no. 1 and 3.
    5. Deliver training to seed producer company on the points no. 2 and 3.
    6. Develop written report on the point no. 1 and no. 2 in English and Indonesian
    7. Conduct webinar session to other stakeholders and/or market actors in corporation with PRISMA
    8. Maintain close coordination with PRISMA staffs
    9. Willing to work on the home-base basis and attend meeting with PRISMA when required.

Required Qualifications:

The consultant will be assessed on the following key criteria:

  1. Individual consultant with proven track record and many experiences in the design and delivery of training on agriculture and irrigation for entrepreneurs, SMEs or village level communities.
  2. Experience of providing Training of Trainers.
  3. Ability to and experience of reviewing and analysing data from multiple sources to produce logical and structured guidance material. it is required to include a list of jobs, topics, and its deliverables related to this matter.
  4. Sound understanding of the irrigation methods for various crops in Indonesia.
  5. Strong written and verbal communication skills in both English and Bahasa Indonesia.
