INTRODUCTION : 

The African Natural Resources Centre (ANRC) is an entity of the African Development Bank (AfDB) established to support Regional Member Countries (RMCs) maximize development outcomes derived from their natural resources. The Centre’s scope covers renewable (water, forestry, land and fisheries) and non-renewable resources (oil, gas and minerals).

The ANRC’s desired outcomes are better stewardship of African natural resources through good governance, containment of adverse social and environmental impacts, enhancement of linkages with domestic economies and equitable resources access. To achieve this, the Centre advises the Bank’s RMCs on selected aspects of natural resource management, to enable them to extract greater social and economic value from the development of natural assets. The long-term objective of the Centre is to enhance RMCs capacity to improve development outcomes from the sustainable use of renewable and non-renewable resources. This requires deepening knowledge of natural resource management for RMCs and Bank lending operations through analytics and policy support in order to create an enabling environment for sustainable development.

The ANRC seeks to recruit a consultant – in the following fields: conservation science, freshwater biology/ecology, hydrology, climate, natural hazard risk and environment, international policy or finance, or a related field – to support the production of a high-level report on nature-based solutions (NbS) for water use in the extractive sector. The study aims to provide African governments and private investors with the information and data to address water risks and the sustainable management of water resources, and actionable policy recommendations to guide decision-making and investments. The report is being produced as part of a joint project developed with WWF on nature-based solutions (NbS) for sustainable development in Africa, under the auspices of the Africa Ecological Futures II initiative.

THE CONSULTANCY :

Through this activity, the ANRC seeks to consolidate its contribution to the implementation of Bank’s Ten-Year Strategy by fostering nature-based solutions for managing climate-water related risks, variability and change in the extractive sector, to inform sustainable development planning, infrastructure financing and investments in Africa.

DUTIES AND RESPONSIBILITIES : 

Under the general supervision of the Chief Natural Resources Officer in the ANRC Policy Analysis Division, the consultant will provide expert and intellectual inputs for the production of the report on nature-based solutions, as follows :

Analysis of water usage, including quantitative and geospatial analysis :

This will involve quantitative modelling, and the use of geo-spatial data and information to determine patterns of water usage in the oil, gas and mining industries. The study will utilize a selection of three to five African countries with large extractive sectors. Furthermore, the analysis will survey extractive companies and governments to generate information on the policies and practices on water usage in natural resource extraction.

Drawing on WWF’s geospatial analysis of global watersheds under a related NbS project, the analysis will identify likely hotspots for NbS for managing water risks (e.g., where management, protection or restoration of ecosystems can help reduce risks of floods, droughts, water pollution and chronic water scarcity). This spatial analysis will also identify the overlap between these NbS hotspots and hotspots for biodiversity to highlight those areas where NbS interventions may provide multiple benefits, which will be useful for the AfDB and its Regional Member Countries.

  • Developing guidelines on water-focused NBS : From the data and information gathered in the WWF NbS project, which includes a “Quick Scoping Review” (QSR) of NbS in Africa, the study will distil and synthesize relevant insights on the types of NbS projects that may be most relevant for the extractive sector ;
  • Developing practical policy recommendations to guide decision-making and investments:

The research will generate data and information on NbS and water usage that can be translated into practical policy recommendations for public and private actors on sustainable investments and infrastructure in the extractive industries. This will involve a survey of key informants of public and private sectors with oversight of extractive industries governance in the selected African countries. The analysis will also be informed by a component of the WWF project on “analysis of investment landscape, barriers and enablers in selected hotspots”, with two primary tasks: a) To identify investment flows into NbS and b) To identify where policy and regulation either hinders or enables such investment. The project will assess relevant legislation, regulations, subsidies, incentives or other measures that influence NbS investment choices.

SELECTION CRITERIA: (including desirable skills, knowledge and experience) :

  1. A minimum of Master’s degree in any of the following fields : conservation science, freshwater biology/ecology, hydrology, climate, natural hazard risk and environment, international policy or finance, or a related field ;
  2. A minimum of six (6) years of specialized professional experience in one of the following topics: water management and infrastructure development, water risks in extractive industries, integrated water resources management and climate adaptation ;
  3. Substantial knowledge of, and experience in the use of NbS, green infrastructure, and ecosystem-based adaptation for (i) sustaining or improving water quality and quantity, or for (ii) managing water related risks, variability and change ;
  4. Experience of providing policy advice on NbS and integrated water resources management in Africa, demonstrated through a track-record of peer-reviewed publications ;
  5. Strong research skills in the use of quantitative and qualitative techniques, including econometric analysis and stakeholder surveys ;
  6. Demonstrated experience in the use of geospatial modelling and specialised software for biodiversity mapping ;
  7. Ability to work with large data sets, and to synthesize data and information from multiple sources ;
  8. Highly developed communication and advocacy skills, including ability to write concisely and clearly in English and synthesize complex documentation and ideas for a range of audiences ;
  9. Experience in working with the AfDB, multilateral or other international organisations ;
  10. Written and spoken fluency in English, with working knowledge of French.

CONSULTANT SELECTION :

The Consultant will be selected in accordance with the African Development Bank’s Implementation Manual relating to the Procedures for Acquisition of Consulting Services funded by the Administrative or Capital Expenditure Budget of the Bank Group. The candidate shall be evaluated based on the following technical criteria:

TIMEFRAME :

The consultant will work remotely, on a fulltime basis for a period of four months starting in September 2020.

REMUNERATION :

The Consultant will be hired for a period of four (4) months and paid a monthly lump sum based on the AfDB Consultants’ remuneration scale and the schedule and conditions to be negotiated with the ANRC. The consultancy will be home based. Where field missions are required, cost of travel and per diem will be covered in line with AfDB rules.

SERVICE CONDITIONS :

The African Development Bank conditions for retaining short-term consultants will apply.
