This position is embedded in the Policy and Best Practices Service (PBPS) of the Policy, Evaluation and Training Division, Department of Peace Operations (DPO). The incumbent will work under the direct supervision of the Team Leader of the Knowledge Management and Guidance Team (KMG) of PBPS. PBPS provides dedicated support to both the Department of Peace Operations and the Department of Operational Support (DOS).

The Policy, Evaluation and Training Division (DPET) is mandated to develop and disseminate the policy and doctrine guiding the work of Peacekeeping. In addition, the division has the responsibility to evaluate, at the request of the heads of the departments, how those policies are being applied, gather lessons learned and best practices, and use that information to guide the development, coordination and delivery of standardized training, so as to complete the learning cycle. DPET is also responsible for developing and maintaining strategic cooperation with various UN and external partners. (https://peacekeeping.un.org/en/department-of peacekeeping-operations).

Responsabilités

Within delegated authority, the incumbent will be responsible for the following duties:

• Working closely with partners in the Office for Information and Communication:
– Technology and the Information Management Unit in the Departments of Peace Operations and Political and Peacebuilding Support (DPO-DPPA) and the Capacity Development and Operational
Training Service (CDOTS) in DOS, supports the improvement and maintenance of the Policy and Practice Database, the Peacekeeping Resource Hub and other knowledge •sharing platforms, online
communities of practice and tools available to UN peacekeeping staff; including by performing database design and management tasks, including content management Prepare, update and maintain
system’s documentation and related technical/procedural manuals.

• Draft training materials and conduct training sessions and demonstrations of systems for users.

• Keeps abreast of new technical solutions and innovations such as text analytics and automated summarization, translation and language-processing, web app development applications with a view to
adopting and leveraging them for knowledge management and organizational learning;

• Works with key clients to facilitate the collection and dissemination of guidance and knowledge sharing products through various channels, etc.; monitors and analyzes specific aspects of
programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant
parties; identifies and tracks follow-up actions.

• Carries out basic research on selected aspects of programmes, operations and other activities, etc., to include collecting, analyzing and presenting statistical data and other information.

• Gathered from diverse sources. Carries out statistical analysis of data sets and prepare infographics and Power Point presentations.

• Provides substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in research activities and studies.

• Participates in survey initiatives; assists with design of data collection tools; issues data collection tools, reviews, analyzes and interprets responses, identifies problems/issues and prepares preliminary
conclusions.

• Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc.

• Provides administrative and substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of
background documents and presentations, handling logistics, etc.

• Undertakes outreach activities; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities.

• Participates in field missions, including provision of substantive and administrative support, data collection, etc.

• Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging,
work programme, programme budget, etc.).

• Performs other duties as required.

Formation

An advanced university degree (Master’s degree or equivalent degree) in business administration, management, economics, information technology, communications, software engineering, computer science or related field.

A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A first-level university degree and no experience will be accepted for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Expérience professionnelle

A minimum of two years of progressively responsible experience in the area of project/programme management, administration or related area is required or the successful completion of the Young Professionals Programme Examination (YPP)/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required.
Experience designing and managing databases and websites built on Microsoft SharePoint, Drupal, DotNetNuke or similar is required.
Experience in HTML is required.
Experience with one or more of the following applications is desirable: Adobe Creative Cloud, Microsoft PowerBI, Microsoft Azure or other advanced MS Office 365 applications.
Experience working in the UN or other international organisation is desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of other United Nations official languages is an advantage.

This post is financed by the Support Account for Peacekeeping Operations. This position is funded for a period of one year. Extension of appointment will be subject to budgetary approval.
