  1. This Request for Expression of Interest follows the General Procurement Notice (GPN) for this Project that appeared in United Nations Development Business online (UNDB online) No. No AFDB61-01/2017 and on the African Development Bank’s Internet Website (www.afdb.org) ;
  1. The Government of the Republic of Zimbabwe has received a Grant financing from the African Development Fund under the Transition support Facility (TSF) toward the cost of the Alaska-Karoi (132kV) Power Transmission Rehabilitation Project (AKTP) and it intends to apply part of the proceeds of this grant financing to payments under the contract for Individual Consultancy Services for Procurement Audit; 
  1. The Services include :
  • Verifying the Compliance of the procurement process, tendering and the evaluation with the provisions of the Financial Agreement, procurement plans, the provisions of the public procurement law and regulations ;
  • Verifying conformity of technical quality and quantities delivered in accordance with the contract’s conditions while ensuring reliability and integrity of financial and operational information as these relate to those deliveries ;
  • The risks regarding the respect of the principles of procurement, control, competences and the management capacity of the Project implementation team staff, and more generally those related to the national system ;
  • Assessing the overall Project Implementing Team capacity to validate that it is in line with the assessment made during project appraisal.
  1. The office of the Auditor General herein referred to as the Client being an authorized agent of the Government of the Republic of Zimbabwe now invites eligible Individual consultants to submit their Resumes, description of similar assignments, experience in similar conditions, availability of appropriate skills, a written technical proposal (maximum 2 pages) and a financial proposal. The Individual Consultant’s experience and qualifications should meet, at a minimum, the following criteria :
  • A relevant Master’s degree ;
  • A minimum of ten (10) years of direct relevant professional experience in procurement and contract management ;
  • At least 5 years’ experience in donor funded procurement and project procurement auditing ;
  • Be familiar with African Development Bank procurement guidelines, policies and regulations ;
  • Should have strong English report writing and communications skills.
  1. Eligibility criteria and the selection procedure shall be in accordance with the African Development Bank’s ‘Procurement Policy for Bank Group Funded Operations’ –October, 2015, which is available in the Bank’s website at http://www.afdb.org.

The proposals to be submitted by the consultants will be evaluated on the basis of the following technical criteria:

1. Adequacy and quality of the proposed methodology, and  work 30 points
plan in responding to the Terms of Reference (TORs):
2. Consultant’s qualifications and competence for the Assignment
2.1. General qualifications (general education, training, and experience) 20 points
2.2. Adequacy for the Assignment (experience in DFI procurement and 35 points
contract management practices and auditing guidelines)
2.3. Relevant experience in the region 5 points
3. Participation by nationals 10 points
Total 100

Only Individual Consultants scoring a mark of 75 points or more will be considered for the assignment. The Consultant scoring the highest will be selected provided that the financial offer is within the limits of the available budget.

  1. Proposals must be delivered in written form and clearly marked with the assignment Tender number and deposited in the Tender Box at the following address on or before 15th April 2021 (Electronic submissions will not be accepted).
