Procurement :

The Global Directorate for Procurement (EPRDR) convenes a leading group of practitioners focused on advancing cutting-edge practices and innovations in the field of procurement. In that context, the Directorate supports governments and non-governmental actors in institutional strengthening and capacity building, improvement and modernization of procurement systems and ensuring efficiency of transactions for improved governance and enhanced development outcomes. The Directorate advances these efforts across sectors and regions.

The key themes of the sip group are as follows :

  • Provide technical advice on procurement fiduciary activities and lead policy dialogue on procurement with client countries ;
  • Support client countries in achieving value for money in public procurement and Bank funded operations in order to enhance service delivery and development outcomes with integrity ;
  • Create the space for procurement/governance innovation to happen ;
  • Establish proactive processes to identify and deploy knowledge to solve specific problems, and improve development outcomes in client countries ;
  • Facilitate and join global platforms to share knowledge and practices across the world.

The Africa East and Southern Region (AFE) of the Solutions and Innovations in Procurement (SIP) Department of GGP seeks to recruit a Senior Procurement Specialist to be based in Democratic Republic of Congo. This position is geared to assisting the World Bank staff, mainly in the Democratic Republic of Congo,  and the agencies in implementing World Bank-financed programs by providing critical procurement advice and support. Based on business needs, the selected candidate may be required to provide assistance and procurement support to World Bank offices in other countries including ensuring back-up of staff when needed. The ideal candidate would combine a deep understanding of project procurement in different sectors with a considerable knowledge of the Public Procurement Reforms and budget execution issues in developing countries. S/he will have demonstrated operational and analytic skills and will possess strong knowledge and understanding of project procurement/contract management.

 

Duties and accountabilities :

  1. Works independently under general direction of the Procurement Hub Coordinator and Accredited Procurement Practice Manager (APM). Organizes and delivers procurement services, ensuring appropriate fiduciary and quality controls, and consistent application and interpretation of policy in making procurement decisions ;
  2. Plays a leadership and advisory role to clients and colleagues in handling complex procurement tasks and issues, which frequently cut across sectors and/or work units. Likewise, the selected candidate would substantially support the country dialogue in regard to reform and modernization of public procurement system, to strengthen legal, regulatory and institutional frameworks and build procurement capacity ;
  3. Develops and promotes innovations in Bank procurement policies to improve Bank project and sector work while serving as a recognized authority on operational procurement, advising management and procurement staff on strategy and long-range interventions on procurement policy systemic issues and related operational issues across sectors ;
  4. Support client countries in achieving value for money (VFM) in public procurement in order to enhance service delivery and development outcomes with integrity ;
  5. Contributes to the Bank’s efforts in promoting procurement reform dialogue, working in close collaboration with Governance sector colleagues and in professionalizing the function of procurement. Makes significant contributions to the development of client country procurement systems, including supporting the assessment of systems, creating country capacity, influencing the design, reform and strengthening of institutional capacity within borrower entities and monitoring the reform initiatives in client countries ;
  6. Independently, organizes and conducts reviews of procurement aspects of Bank documents, including Project Appraisal Documents, Legal Agreements, Quality Enhancement Review Documents, Development Policy Financing (DPF) operations and Board Papers that require procurement input and prepares a range of procurement-related documents and reports. Contributes together with other procurement colleagues and under the guidance of the Practice Manager ensures consistency in the procurement approach across the region ;
  7. Handles procurement cases subject to APM  and Operations Policy Review Committee (OPRC) reviews and verifies that they are properly prepared and presented for clearance ;
  8. Leads and participates in ground breaking or precedent setting missions, and plays a key role in developing innovative, practical approaches to procurement while simultaneously dealing with difficult policy and operational issues at the regional, country and or sector levels ;
  9. Plays a significant role within the function in guiding, mentoring and establishing a framework and approach to knowledge dissemination, and is a key contributor in the design of professional and operational training or development of knowledge products in procurement ;
  10. Designs and delivers capacity building workshops for Bank staff and borrowers ;
  11. Carrying out the responsibilities of the Senior Procurement Specialist, will involve interaction with TTLs, Program Leaders and Practice Managers, and with government officials, counterparts in other international organizations and Governance-Public Sector and -Financial Management specialists. The Senior Procurement Specialist, is a key player in building and maintaining relations with both internal and external parties, including sectors, CMU, and government officials. This is particularly important when considering the responsibility to engage the governments in advancing policy dialogue on public procurement reform.

 

Selection Criteria :

  • MA/MS (an advanced degree with a major relevant discipline, e.g. Engineering, Law, Procurement, Finance, Business and Commerce) and minimum of 8 years relevant experience in carrying out technical duties in procurement and contract management ;
  • Knowledge of public procurement principles, systems, process and planning, and approaches to international procurement with proven ability to independently provide well researched analyses of complex procurement issues and problems ;
  • knowledge and specialized command of all major facets of Bank procurement policies and practices as applied across a wide range of Bank lending operations at all phases of the project cycle, and ability to address broader issues at sector/country level ;
  • Understanding of Bank operational policies and practices related to project/sector work ;
  • Seasoned knowledge of public procurement systems including legal framework and institutions ;
  • Good understanding of critical linkages and relationships among clients’ business drivers, business operations and objectives and Procurement processes ;
  • Proven ability to conceptualize, design and implement major project procurements ;
  • Ability to promote client commitment to ensuring implementation and longer-term sustainability of projects/programs ;
  • Demonstrable experience in leading discussions with top government functionaries on public procurement reforms ;
  • Strong communication skills and persuasiveness in presenting, negotiating and resolving highly complex issues, both orally and in writing ;
  • Ability to identify complex issues and to respond and handle accordingly; does not add unnecessary complexity to tasks or projects ;
  • Ability to operate effectively in a matrix management environment, both as a team leader and team member ;
  • Ability to deal sensitively in multi-cultural environments and build effective working relations with clients and colleagues ;
  • Language Requirement: French (Essential) and reasonable command in English is required ;
  • Knowledge and working experience with design and implementation of e-Government Procurement Systems and Knowledge and working experience with fragile states will be an added advantage.
