Purpose of Assignment :

The purpose of this consultancy is to draft Child Protection Case Management Protocol and Guidelines which will enhance government’s case management response with a clear distinction, delineation of roles and responsibilities amongst professional service providers and para- professionals which cuts across difference ministers to address child protection issues (such as, but not limited to, victims and survivors of violence, abuse and exploitation including sexual violence).

Further following the case management guidelines development, in order to orient and train social workers, other service providers and para social workers including their supervisors on the child protection case management guidelines a comprehensive social work training package/curriculum will be developed. The assignment will include a three-tier social work training programme (manual and curriculum development) that contains the following training which will be developed and rolled out:

  1. Social work training programme including on core concepts of social work, child protection and orientation on the case management guidelines ;
  2. Non-social workers’ training programme with a goal to introduce concepts around social work, child protection and orientation on the case management guidelines so that non-social workers/informal statutory service providers (such as CWCs and GBV observatories) will be able to safely identify/detect and report on child protection cases (within SIDA support: 100 CWCs/GBV observatory members will be trained) ;
  3. Training programme for supervisors of social workers to strengthen supervisory and management skills that will contribute to a strong social welfare work force.

 

Basic Objectives of Consultancy/Contractor (Assignment) Services, Tasks and Deliverables :

Overall Objective: To strengthen the social work work force in Liberia through the development of tools (child protection case management system/referral protocoal and guidelines) and training manual/curriculum for social workers, other para social workers, and their supervisors.

This will be achieved through the following sub-objectives :

  • To strengthen organizational framework to respond to child victims/survivors of violence, abuse and exploitation in a timely, efficient and effective manner through the development of a child protection case management protocoal with common guidelines and forms, including referral pathways that cuts across several ministries and is multi-disciplinary and multi-sectorial ;
  • To provide technical support and orientation to the Technical Advisory Group whom will be leading the review and endorsement of the child protection case management system in Liberia (including the various tools and forms)  ;
  • To strengthen institutional capacity of the social service work force including supervisors of social workers, other professional service providers (PSS counsellors) and para social workers (members of child welfare committee, GBV observatories, community health assistants/volunteers etc).

Targets/Deliverables of the Assignment :

  1. Finalized and Endorsed Child Protection Case management protocol (including guidelines and forms) ;
  2. Development of a three-tier social work training manual and curriculum, including TOT manual ;
  3. Piloting of the social work training (TOTs) and support the roll out in the field which will be done by trainers/School of Social Work, Mother Pattern University.

Objective 1: Draft the Child Protection Case management system in Liberia including guidelines/SOP and other tools:

Key Activities/Tasks :

1.  Conduct a desk review and key informants interviews :

  • Analyze current and past social work practices and case management system in Liberia, especially reviewing the work in the area of GBV (GBV IMS, GBV SOP), promotion of de-institutionalization and alternative care of orphans and other vulnerable children; Ebola response phase and care and support toward vulnerable children affected by the Ebola other relevant qualitative and quantitative studies, and relevant policies and strategies that exists in Liberia ;
  • Analyze regional work on child protection case management, including best practices countries in the regional ;
  • Review regional normative frameworks around social work and case management, including reviewing the ECOWAS Framework/core competencies framework on social work ;
  • Review any other relevant documents that exists for Liberia including the draft rapid assessment report by Mother Pattern University, School of Social Work.

2. Drafting the Case Management Protocol, Guidelines and Forms ;

3. Consult with Technical Advisory Group (led by Ministry of Gender, Children and Social Protection) and participated by other relevant Ministries (Ministry of Justice, Education, Youth and Sports and Health) and national and international NGOs (both at national and sub-national level) and other network etc including through focus group discussions ;

  • The Technical Advisory Group especially, Ministry of Gender, Children and Social Protection, UNICEF and Mother Pattern University School of Social Work will be acting as the secretariat and provide timely technical support ;
  • This will be done through validation workshops and bilateral meetings.

Outputs/Deliverables :

  1. Inception report and work plan/detailed timeline of the consultancy (2 days) ;
  2. Draft a brief write up of the outcome of the situational review (13 days) ;
  3. Draft Case management protocol with guidelines and tools (forms) (15 days) ;
  4. Validated Case management system and its tools (15 days).

Time frame : Total: 45 days – 15 days (on site) and 30 days (off site).

Objective 2: Development of a three-tier Social Work Training Programme:

Key Activities/Tasks :

1.  Preparing the training outline/work plan for each training programme :

i) Social work training curriculum/manual ;

ii) Supervisor training curriculum/manual ;

iii) para social workers training curriculum/manual.

  • The International Consultant will be the technical lead supported by Mother Pattern University, School of Social Work while the National Consultant will serve as liaison between,  Mother Patern, UNICEF and the Government ;
  • The Technical Advisory Group will be consulted and will be the decision-making body reviewing training outlines, etc.

2.  Roll out of the pilot ToT in Monrovia ;

3.  Provide oversight for the roll out training in the five Spotlight counties and in three UNICEF convergence counties ;

4.  Obtaining feedback by trainees and incorporate comments/revisions to the training module ;

5.  Finalise training module.

  • Develop M&E tool check list to support follow up field visits by national consultants/MOGCSP/UN agencies/CSOs for their  follow up/monitor/observation  involved in the roll out of the training and implementation of the SBCC strategy.

Outputs/Deliverables :

  1. Draft Training outline/work plan including methodology  ;
  2. Development of a Social work training package (curriculum, manual and tools) ;
  3. Report from ToT and oversight of roll out of training.

Timeframe : 25 working days (10 days on site+ 2 days travel/DSA; 15 days off site).

Qualification required for the Assignment :

Education : Advanced university degree in Law, Political Sciences, Social Sciences or other relevant fields.

Experience :

  • At least fifteen (15) years of professional work experience in the field of system building for child protection at international level ;
  • Experience in system building of child protection systems in West Africa will be considered an advantage ;
  • Excellent knowledge of the international standards on child protection and international instruments on children rights ;
  • Ability to work through networking and partnership.

Language : Fluency in English (oral and written).

Soft Skills :

  • Excellent writing skills ;
  • Excellent analytical and communication skills ;
  • Excellent team working skills and respect for diversity ;
  • Demonstrated ability to establish harmonious and effective working relationships and to bring together workshops, reports, advisory groups and briefings ;
  • Other attributes essential for the assignment: Facilitation and leadership skills, computer proficiency including Internet and Microsoft Office and ability to work independently.

General Terms and Conditions of the Contract :

  • Under the consultancy agreements, payment is deliverable based as defined in the ToR ;
  • All remuneration must be within the contract agreement ;
  • No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor ;
  • For international consultants outside the duty station, signed contracts must be sent by fax or email ;
  • Unless authorized, UNICEF will buy the tickets for the consultant.  In exceptional cases, the consultant may be authorized to buy their travel tickets and shall be reimbursed at the “most economical and direct route” but this must be agreed to beforehand ;
  • Consultants will not have supervisory responsibilities or authority on UNICEF budget ;
  • Consultant will be required to sign the Health statement for consultants/Individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance, including Medical Evacuation ;
  • Mention is it as per the General Terms and Conditions of the Contract ;
  • Mention “Grace Period” for submission of deliverables, after which payment will not be processed.
