Descriptif du poste

Scope of Work:

The consultant will lead an assessment to understand the scale of the barriers affecting women and girls in Afghanistan, and those preventing them from accessing their rights as well as gaps in awareness. The assessment results, will be used to develop IEC materials and messages for dissemination in Dari and Pashto. The consultant will also develop a dedicated TOT capacity-building module that will be translated to Dari and Pashto Languages on rights awareness for women and girls. Training topics are expected to include what rights women and girls are entitled to in Afghanistan, the procedures to access them, the constraints and benefits (for both women and the rest of the household) and how to get support from family members (specifically male members) in order to access those rights. The consultant is expected to take into consideration the working realities and constraints including the security situation while drawing conclusions and making recommendations.

 

Deliverables:

  1. A comprehensive assessment pointing to the barriers affecting women and girls and those preventing them from accessing their rights as well as gaps in awareness.
  2. Develop a TOT Training module on rights awareness for women and girls with specific applied activities for each of the sessions in the module. The modules will be translated to Dari and Pashto Languages.
  3. Develop a facilitators training guide.
  4. Deliver an online training to IRC staff and produce a 2-3-page training report.

Time Frame:

 The assignment is expected to be undertaken from May through July 2021 and take a maximum of 30 consultancy days. This time should include undertaking desk research; development of the inception report outlining the methodology; conducting the assessment and produce the report; development of IEC materials and messages; development of the ToT training module and facilitators training guide; and an online training of IRC staff.  The due dates for each of the deliverables will be agreed upon following further discussion with the selected consultant. The consultant should also be able to undertake some of the tasks concurrently to fit within the planned timeframe, without compromising the expected quality.

Reporting and Authorship

The consultant shall report to the IRC’s PRoL Coordinator with secondary supervision by the PRoL Deputy Coordinator and shall conduct regular briefings on the progress, challenges and recommendations at each stage of the assignment.

Ownership and copyright of all developed IEC and training materials will be the sole and exclusive property of the IRC. The consultant will submit all original documents to the IRC and shall not re-produce information from this exercise in any form (electronic, hard copies) to a third party without written permission from the IRC.

 

Profil

  • Education:University Degree in a relevant field, master’s degree preferred.
  • ExperienceandCompetencies:
  • An individual with demonstrable experience in protection, women rights and empowerment.
  • Prior experience in writing/editing/formulating evidence-based research, preferably with INGOs, governments or academia with examples of assessments conducted.
  •  Experience in developing participatory training and program content with examples of training materials developed.
  • Experience working in the humanitarian sector preferably in Afghanistan.
  • Previous experience working with men, women, girls, boys and diverse communities using participatory approaches.
  • Demonstrated understanding of human rights and particularly the rights of women. Excellent analytical and reporting skills, and ability to respond to questions in an appropriate and timely manner.
  •  Language Skills:Excellent verbal and written communication skills in English. Individuals fluent in Dari and/or Pashto highly desirable.
