Descriptif du poste

  • Property management: – for all properties leased by IRC Afghanistan. Maintain lease database.
  • Assist in the identification of properties for lease and negotiate with owners. Assist in determining actual owners of properties that IRC intends (or has) on leasing.
  • Prepare rental payment and serve notices.
  • Prepare timely utility payment (electricity, water, internet) for office and guesthouse
  • Maintain key registers, locks, and master keys for all facilities.
  • Ensure that the office is adequately equipped with necessary supplies and equipment. Ordering (through logistics) and ensure distribution of stationery supplies and required office equipment.
  • Maintain central files and administration files. Ensure confidentiality of sensitive files.
  • Develop, implement and supervise correspondence/mail services including pouches; mailboxes; distribution of all correspondence including internal memos, and; maintenance of mail registers.
  • Liaise with Administration Office based at field sites on administrative matters.
  • Oversee provision of clerical services, including translating, photocopying, messenger services, and distribution of circulars/memos.
  • Carry out travel arrangements, accommodation.
  • Assist in the preparation of visas.
  • Assist and deputize for the Administration Coordinator as required.
  • Supervise the Administration Assistant and assist in the preparation of travel arrangements, accommodation, visas for expatriates and foreign visitors and per diem administration, provide support in telephone switchboard operation, sending/receiving official email on the general IRC address, and maintenance of telephone and fax logs.
  • Assist in preparing and reviewing vouchers for travel and hotel payments and other payments directly related to your duties as elaborated above.
  • Ensure all PRs for office purposes are properly filled out.
  • Liaise with FC and Finance about office operational budget.
  • Work closely with Logistics in maintaining the IRC Kabul transport procedures.
  • Liaise with logistics in arranging ground transportation for field staff and visitors.
  • Liaise with logistics in terms of technical office issues and procurement.
  • Assist in the preparation of payroll activities.
  • The implementation of and compliance with the National Staff Personnel policies.
  • The implementation and maintenance of the computerized payroll system.
  • The production of timely and accurate monthly payroll reports that ensure compliance with procedures and relevant Afghanistan laws (as applicable)
  • Serve as a technical resource about all questions on remuneration and employment.
  • Operate and maintain the computerized payroll system ensuring the accurate and timely production of payroll records including salary slips
  • Ensure staff records are complete and available for inspection.
  • Ensure the accurate tracking of National Staff benefits including the maintenance of complete and authorized forms to support leave taken / absence for Annual Leave, Sick Leave, Maternity Leave, comp time
  • Ensure the timely conduct of performance and salary evaluations for every National Staff member based on policy or direction of the Field Coordinator.
  • Advise National Staff on policy issues and assist them in the interpretation of the National Staff Personnel Service Regulations in close cooperation with Deputy FC
  • Provide newly recruited staff with orientation information on their remunerations/benefits in close cooperation with the FC.
  • Prepare National Staff work contracts as per National staff policy.
  • Ensure compliance with recruitment procedures and assist in the recruitment of national staff for all field sites.
  • Advise Field Coordinator on training policy and procedures. Assist in the identification of training opportunities and advise on staff development initiatives.
  • Remind the appropriate staff who are approaching the end of their probation period or termination of contract preferably at least 2 weeks in advance.
  • Ensure timesheets are collected, authorized, and maintained.
  • Ensure National Staff understand their benefits, the use of forms, and the information contained in the National Staff Personnel Policies and the Administration Manual.
  • Ensure copies of the relevant laws and by-laws are available for implementation (when instituted).
  • Ensure all advances made to national staff are recovered within a month or are deducted from the staff members’ pay.


 

Profil

  • 3–5-year experience with national/international organizations with at least 3 years relevant in relevant field is required.
  • Proven accounting, payroll, and personnel management skills
  • Bachelor’s in business administration, Economics or relevant
  • Excellent computer skills are a must.
  • Excellent English and Dari / Persian comprehension and communication skills
  • Experience in working with international NGOs
  • Good organization, diplomatic, and reporting skills
  • Ability to work under pressure.
  • Excellent cross–cultural skills
  • Prior experience working in a multi-cultural environment is required
  • Proven experience in Administration
  • Strong managerial and communication skills
