The Ministry of Agriculture, Water and Land Reform (MAWLR) has received financing from the African Development Bank (AfDB) toward the cost of the Namibia Water Sector Support Program, and intends to apply part of the agreed amount for this loan/grant to payments under the contract for a Procurement Specialist (PS).

The services included under this project are as follows:

The Procurement Specialist will be part of the main Program Implementation Team (PIT) and will be reporting to the Programme Coordinator. The Procurement Specialist will assist the Project Coordinator on all procurement issues in connection with the implementation of the Namibia Water Sector Support Program (NWSSP) in line with the Project Appraisal Report. He/She will carry out functions in accordance with the Procurement arrangements under the Procurement Policy on the African Development Bank Funded Operations, 2015, as detailed in the Project Appraisal Report and Loan Agreement.

The MAWLR will be the Executing Agency (EA) of the program, with the Directorate of Water Supply and Sanitation Coordination (DWSSC) and NamWater as Implementing Agencies (IAs), respectively of, the rural water and sanitation activities and bulk water development. In addition, the City of Windhoek (CoW) will also be in charge of the study on Wastewater reuse in Windhoek. The MAWLR has set up an Implementation Team to lead and coordinate the implementation of the Program. In this regard, the MAWLR will need the services of an expert to strengthen its Program Implementation Team (PIT).

The implementation period is planned for 48 months, subject to satisfactory yearly performance.

The MAWLR through its Directorate of Water Supply and Sanitation Coordination therefore invites an eligible consultant to indicate his/her interest in providing this service. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, etc.).

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy on Bank Funded Operations, 2015 which is available on the Bank’s website at http://www.afdb.org.
