The IRC Yemen Country program has been established in 2012, and currently is implementing integrated Health, Nutrition, Environmental Health (WASH), Economic Recovery and Development, Women Protection and Empowerment and Education programming in eight governorates. The IRC Yemen Country Program operates with main offices in Aden and Sana’a. Other subfield offices include Abyan, Hodeida and Al Dhale, with the Al Dhale office covering Lahaj, and the Abyan office covering activities in Shabwa.

 

Job Overview/Summary:

The Health Information System and surveillance  Manager (HISM) will be leading the HIS team in the North and South, working closely with primary, reproductive, mental health and community health teams for data collection, compilations, and analysis and sharing. The HISM will also work closely with the Monitoring and Evaluation team, providing support in program indicator tracking and data quality improvement. He/she will be reporting to Deputy Health coordinator.

 

Major Responsibilities:

Program management

  • Ensure the quality of all health & MHPSS data reports coming from all facilities & CHWs including reviewing databases and reports, checking original data & continuously building the capacity of the team.
  • Manage HIS team responsible for the data collection and entry of weekly and monthly (where relevant) reports of mobile health teams (MHTs), supported static health facilities (HFs),and supported comprehensive and basic emergency obstetric care (C/BEMOC) centers and CHWs /CHVs at the community level.
  • Responsible for closely following HIS team workload and support needs through in person and remote management.
  • Provide timely feedback to the staff of MHTs and HFs through their supervisors related to data quality issues such accuracy and completeness so it will be corrected on time.
  •  Complete and shares reports to health management and other applicable staff on time. Reports include weekly Situation Reports, weekly Electronic Disease Warning System(eDEWS), weekly Diarrhea Treatment Center reports, requested Health Cluster reports, monthly, quarterly & mid annually Indicator Supervising Sheets for all health grants, donor reports, and the Yemen Monthly Management Report.
  • Take the lead and incisive to improve or Build data tools in health department including assessment and survey as vital.
  • Graph and supervise disease trends and report these to the management team in Health sector.
  • Build and update data tools as vital and given program developments.
  • Provide weekly information as requested during outbreak situations such as cholera and COVID-19,
  • Conduct regular visits to MHTs, HFs, CHWs/V and C/EMONC in health program to check data quality, verify data sources, and provide on the job training and on the spot feedback.
  • Complete a visit report for every field visit with observations and improvements.
  • Collaborate with other sectors to ensure a broad approach in line with IRC’s Program Framework principles and IRC Yemen coordinated program.
  • Provide orientation and training to health staff on data entry, expectations, data quality and new data collection tools as needed
  • Perform other tasks, as needed or requested by the supervisor.
  • Key Working Relationships:
  • Attend IRC and external partners’ meetings as vital.
  • Attend IRC training/workshops when required and/or arranged by program.
  • Represent IRC in health coordination meetings in the health cluster and other working groups as the need arises.
  • Collaborate with other sectors to ensure a holistic approach in line with IRC’s Program Framework principles and IRC Yemen integrated program.

  • Ensure good coordination with other departments

 

Profil

Job Requirements:

  • University graduate, Statics, computer science, health sciences, or other relevant topics.
  • At least five years of work experience in health and computer science fields.
  • At least 2 years of experience managing staff. Experience with remote management is a plus.
  • Previous experience with humanitarian organizations.
  • Excellent English and Arabic (speaking, writing, reading, listening).
  • High dedication and detail oriented.
  •  Willing and able to conduct field visits to IRC health program sites throughout the country
  • Experience of a flexible approach to leading and prioritizing a high workload and multiple tasks in a fast paced environment.
  • Excellent computer skills literacy including Word, Excel.
  • Knowledge of CommCare and KOBO programs for smart tool data collection would be as asset.
  • Ability to work after office hours to achieve assigned tasks as per need & priority.
