ETHIOPIA – DJIBOUTI SECOND POWER INTERCONNECTION PROJECT

The Government of the Federal Democratic Republic of Ethiopia and the Government of the Republic of Djibouti have applied for financing from the African Development Bank (AfDB) and the World Bank, towards the cost of the Ethiopia-Djibouti Second Power Interconnection Project.

Part of the African Development Bank financing will be used to fully finance the costs of the contract entitled “Consultancy Services for Engineering and Construction Supervision”, and that disbursement(s), in respect of any contract signed, will be subject to approval of the financing by the AfDB.

The Ethiopia – Djibouti Second Power Interconnection project includes: (i) construction of 102 km of 230 kV double circuit transmission line from Semera in Ethiopia to Galafi (Djibouti Border), 190 km of 230 kV double circuit transmission line from Galafi to Nagad in Djibouti, and 170 km of 230 kV double circuit transmission line with one circuit strung from Kombocha to Mile to Semera in Ethiopia, (ii) construction of new substation at Mile and extension of existing 230 kV Kombolcha, Semera and Nagad substations, (iii) last mile customers connection through extension of distribution networks in Djibouti, (iv) technical assistance and capacity building to Ethiopian Electric Power (EEP) and Electricité de Djibouti (EdD); (v) implementation of Environmental & Social management plan (ESMP), resettlement and compensation of project-affected persons and gender action plans (GAP).

The Consultancy services included under this assignment are to:

  • Reviewing and updating of the design and bid documents prepared by a previous consultant hired for the preparation of design and bid documents;
  • Analyzing and replying to inquiries and questions of bidders;
  • Evaluating jointly with EEP and EdD the bids, preparing evaluation reports including recommendations and drafting contract documents;
  • Assisting EEP and EdD in contract negotiations up to contract award;
  • Preparation and submission to EEP and EdD and to the Banks of detailed coordinated project implementation schedules;
  • Prepare Construction, Operation and Maintenance Agreements as well as Operation and Maintenance Manual;
  • Reviewing and approving contractor’s detailed design;
  • Participation and assistance in factory testing of key components;
  • Witness and approve the site testing and commissioning activities.
  • Financial monitoring of the project incl. verification and certification of Contractor’s invoices and payments;
  • Supervising the construction works including the implementation of the ESMP and RAP;
  • Administration of all contracts;
  • Preparation of monthly and quarterly progress reports;
  • Preparation of Project Completion Report;
  • Providing training to implementation and operation staff.

This scope of services will be assigned to a single consultant firm and accordingly there will be only one short list to invite firms. One Request for Proposal will be launched, and a single firm will be selected to assist the two Executing Agencies.

The Consultant will be required to have two teams, one Anglophone team based in Ethiopia and one Francophone team in Djibouti – both working under one Team Leader (bilingual). It is expected that the consultancy service assignment will take 48 months The Ethiopian Electric Power (EEP) and the Électricité de Djibouti (EdD) jointly invite eligible consulting firms to indicate their interest in providing the above described services. Interested firms must provide information indicating that they are qualified to perform the services (company profile, financial status, brochures, description of similar assignments, experience in similar conditions, experience in construction supervision of similar works, experience in project management, regional and international experience in project implementation, and capacity to communicate in English and French, and other relevant information, and availability of appropriate skill mix, etc.). Interested firms may constitute joint-ventures to enhance their chances of qualification.

Eligibility criteria for the establishment of the shortlist of six firms shall be in accordance with the African Development Bank Group’s “Procurement Policy for Bank Group Funded Operations” dated October 2015, which is available on the Bank’s website at http://www.afdb.org.
