NPI EXPAND Overview

 The New Partnerships Initiative (NPI) Expanding Health Partnerships—NPI EXPAND Project— is a five-year, U.S. Agency for International Development (USAID) funded project which aims to support Missions with increasing the availability and utilization of quality health services across all USAID priority health areas.

In alignment with its commitment to sustainability, USAID is committed to expanding its range of implementing partners by investing in new and underutilized local partners (NUPs) and strengthening their capacity to strategize, plan, and implement health sector programs with USAID funds. Enhanced participation of capable local partners to increase demand for and deliver high-quality, high impact health services will enable governments to meet crucial health goals equitably and sustainably. NPI EXPAND will catalyse opportunities to scale up innovative interventions by strengthening the capacity of NUPs with varying levels of capabilities and exposure to USAID through a subaward/Grants management program.

 

NPI EXPAND Brazil Activities Overview

 The goal of NPI EXPAND is to prevent and mitigate the health, economic and psychosocial effects of COVID-19 among vulnerable populations in Brazil’s Amazon. NPI EXPAND does this by providing subawards and technical assistance to local Brazilian organizations (civil society organizations including non-governmental organizations, community-based organizations, and faith-based organizations) in strategic areas:

  • Risk Communication, Social Marketing and Community Engagement:Reassure the public of vaccine safety, and address/mitigate myths and misconceptions about Covid-19 vaccines. This also includes communication regarding social distancing, mask wearing, appropriate ventilation, hand hygiene and other safety precautions to mitigate transmission.
  • COVID-19 Infection Prevention and Control (IPC) Measures: This is done through delivery of food and hygiene kits to reduce the need for vulnerable communities to risk exposure through travel.This may also include delivery of IPC materials and equipment to health facilities or other essential locations.
  • Health Resilience and Recovery: Covid-19 surveillance, mobile testing set-up, contact tracing, or frontline counseling and clinical case management of COVID-19 among vulnerable populations.This may also include equipment donation to facilities to strengthen capacity to care for Covid-19 cases.
  • Mitigate the economic impacts of COVID-19 by supporting economic development and recovery efforts: sustain livelihoods and food security in the short and medium term through loans, grants and/or business advisory services.

The undertaking of the Subawards/Grants Management program of NPI EXPAND is to provide effective and efficient subawards/grants management, guiding grantees through the grant lifecycle to support their successful implementation of activities, in support of the NPI EXPAND objectives.  The Brazil Grants Coordinator / Senior Associate, under the NPI EXPAND Grants Team, will aid in promoting consistent implementation of policy and procedures, flexibility, responsiveness, innovation, and collaboration in the administration of NPI EXPAND subawards/grantmaking program in Brazil. This position will report administratively on a day-to-day basis to the Country Team Lead, with functional reporting to the Grants Management Director in Washington, DC.

 

NPI EXPAND Brazil COVID-19 Activities Overview

 In Brazil, the NPI EXPAND activity engages strategic, Brazilian, New and Underutilized Partners to leverage community structures and provide innovative and scalable solutions to strengthen emergency preparedness and response to COVID-19 in the Legal Amazon.

NPI EXPAND operates in partnership with USAID Brazil, SITAWI Finance for Good and the Partnership Platform for the Amazon (PPA). These entities have formed a partnership called the PPA Solidarity: Covid-19 Response in the Amazon “PPA Solidarity.” PPA Solidarity will engage the private sector and strategic Brazilian partnerships to leverage innovative and scalable solutions to strengthen emergency preparedness and response to COVID-19.

The Activity will support local partners in the Amazon Region to conduct COVID-19 response through grants and remote, targeted technical assistance. The grants will focus on health and economic activities within the Legal Amazon to mitigate the impacts of Covid-19 on vulnerable populations which primarily include quilombola, indigenous and other traditional forest-dependent peoples, street populations, female-headed households, crowded and impoverished urban areas, remote rural populations and Venezuelan migrants as well as producers, cooperatives, small businesses, entrepreneurs and other income production enterprises that contribute to the development of a sustainable economy in the Amazon. Duties and Responsibilities

Duties and Responsibilities

The Grants Coordinator / Senior Associate will be expected to:

  • Implement grant activities at country level;
  • Oversee grant management and implementation at the country level;
  • Work closely with HQ colleagues to provide effective and collaborative due diligence and oversight of grants;
  • Participate in risk assessment processes, providing input into the assessment of the eligibility and grants administration capacity of prospective grantees;
  • Analyze proposal budgets for allowability, allocability, and reasonableness;
  • Draft new grant agreements and amendments for approval by HQ;
  • Ensure the smooth management of country grants portfolio, including timely payments, quick responses to grantee inquiries, and efficient problem-solving;
  • Verify milestone achievements in each grant subaward;
  • Maintain an up-to-date country grant portfolio, sending all reminders, follow-ups, and closeouts;
  • Review grantee financial reports, payment requests, and conduct resolution of invoice review findings;
  • Facilitate grantees’ understanding of grant, reporting, and audit requirements;
  • Ensure that grants awarded are compliant with US Government and/or other special requirements;
  • Serve as primary point of contact for post-award grants implementation, ensuring all grant files are complete, accurate, and up to date for spot checks and audits;
  • Review internal documents and processes for compliance as needed;
  • Perform other duties as assigned under the NPI EXPAND project.

 

Period and Location of Performance

 Period of performance is one year, with possibility for a one year extension based on performance and funding availability. The Grants Coordinator / Senior Associate position will be based in Brazil, preferably within the Amazon Region. Depending on local guidelines and Covid-19 precautions, some travel to and within the Amazon region may be required to support grant monitoring or participate in conferences or workshops. Brazilian nationals, or those with permanent residency and right to work in Brazil that are currently residing in Brazil will be considered for this position.

 

Required Qualifications and Experience

  • Bachelor’s Degree in international development, international studies, business, finance, accounting, non-profit administration, or other relevant fields;
  • Experience working with large budgets, program management, grant-making, business, finance, accounting, or other related fields;
  • Understanding of procurement and contract management principles and practices;
  • Experience managing grants for international or governmental donor organizations, experience with USAID grants making process highly preferred;
  • Experience in Due Diligence, Compliance, Risk and Auditing;
  • Experience in different types of contracting (individual or company) and taxes in Brazil;
  • Effective communication and excellent interpersonal skills;
  • Excellent English and Portuguese verbal and written communication skills;
  • High level of computer literacy and strong experience with Microsoft Office products;
  • Ability to deal appropriately with sensitive issues and maintain a high level of confidentiality at all times;
  • Availability to travel on an occasional basis;
  • Attention to detail and ability to multi-task, set priorities, and organize time efficiently;
  • Strong ability to be a team player and self-starter, comfortable in a supporting role, working independently, and in a multicultural environment.
