ABOUT THE MISSION

Location:  Dhaka, with visits to the field base

 

SI opened its mission in Bangladesh at the end of 2007, following cyclone SIDR. Today, SI’s intervention and strategy in Bangladesh is to address the primary needs of crisis-affected people in terms of: food security, livelihood (FSL), disaster risk reduction (DRR), water, hygiene and sanitation (WASH) and shelter, through an integrated disaster risk reduction approach; and by taking into account the effects of climate change; whilst working in parallel on mid-long term resilience strategies. The coordination is based in Dhaka.

The mission’s 3 key strategic objectives for 22-25 are:

  • Effective response to recurrent shocks (epidemics, natural disasters), through preparedness, responsiveness and outreach
  • Inclusion and protection mainstreaming to ensure a better access to humanitarian aid and services
  • Resiliency of vulnerable communities to recurrent shocks ; and community-led advocacy for responsiveness, accountability and transparency in the access to resources

Mission forecasts for 2022:

  • Budget: EUR 1,2 million (minimum, different funds approvals pending)
  • Main donors : GAC, UNHCR, WFP DRR, CDCS
  • Staff : 65 (61 national and 4 international)
  • Bases : 1 : Teknaf

ABOUT THE JOB

Role

The program coordinator as the Head of Department for the all programs on the mission, contributes to the development of SI’ strategy by proposing sector-based strategies for the whole activities.

More specifically:

  • He/she is the guarantor of the quality and suitability of proposed technical approaches and ensures the appropriateness between SI’s activities and general objectives and needs of the population.
  • He/she coordinates the project cycle and more particularly the operational monitoring of programs implemented in the intervention country.
  • He/she contributes to the capitalization process and the improvement of SI’s methods and techniques.

He//She reports directly to the Country Director, and manages 1 direct report, and up to 2 functional reports on the bases.

  • Capacity building of the team

YOUR PROFILE

Education:

Post graduate level in development / humanitarian studies.

Experience:

  • Substantial experience in a similar or senior management position in an overseas INGO environment, ideally in both emergency and longer-term contexts
  • Development sector experience
  • Partnership management
  • Experience of strategic planning
  • Experience of managing large teams in multiple locations with various problematic
  • Experience of managing security and access issues (including administrative hurdles)
  • Experience of budget management and donor compliance
  • Experience of establishing strong working relationships with colleagues and partners from different functions and cultures
  • Excellent understanding of how donor-based NGOs work

+ Previous experience in South Asia is an asset

+ Previous experience with SI is a major asset

Skills :

  • Excellent representational skills, to represent SI to a broad range of people and organizations including donors and government officials.
  • Ability to consider, understand and make use of the historical background of SI presence in Bangladesh
  • An ability to analyze information quickly and accurately
  • Good problem solving skills in day to day and crisis situations
  • A good understanding of security management
  • A good understanding of humanitarian issues including refugees, protection, advocacy, DRR and climate change issues
  • Confident and proficient in the use of MS Office

Language: Bilingual in English mandatory

SI WILL OFFER YOU

A salaried position

A salary of minimum of EUR 2640 gross salary / month (EUR 2400 base salary + 10% annual leave) + a monthly Per Diem of USD 450 / month.

SI covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks

During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every 3 months. For a one-year assignment, the expatriate will have a 7 working days break at 3, 6 and 9 months (with USD 850 allocated by SI).

In addition to these, SI adds 1 additional rest day per month of work, i.e. 12 additional days off for a one-year contract.

Insurance package
Expatriates benefit from an insurance package which covers all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system, including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Living conditions

The Programs Coordinator lives in a shared guesthouse with other international colleagues.

The offices and guesthouses in Dhaka are comfortable and safely located. They ensure good standard in terms of privacy and comfort.

It is important to mention that Dhaka is quite polluted, and can get very busy and thus noisy.

The mission’s working days are from Sunday until Thursday.

COVID19

Please note that the COVID 19 pandemic can impact the movements (flights and visa issuance).

Safety and security rules are regularly reviewed and adapted to the situation, to minimize the exposure to the COVID 19, in constant monitoring and adaptation to the context evolution. This include social distancing, teleworking and strict hygienic rules, such as regular handwashing etc.

Please note that SI strongly recommends its staff to get the vaccination against COVID 19, using WHO-approved vaccines. If possible, the vaccination should be done before departure, in order to reduce the future logistical constraints once on the field (administration of the 2nd dose within a certain time frame).
