Job Description
Result of ServiceUnder the overall supervision of the Head of Communications, the Digital Communications Specialist will be responsible for providing support to RCO Communications Team and United Nations Communications Group in China in its mandate to advance its objectives for communications and advocacy.

a) Providing advice in the development and implementation of strategic communications and advocacy initiatives of the UN in China and RCO, including:
– Provide advice in developing social media strategies and related digital campaigns and initiatives;
– Assist in the overall cross-agencies strategic communications efforts through the UN Communications Group in China;
– Provide advice in the development of multimedia products for the senior leaders and UNCT;
– Lead efforts on the management of the UN China website and various other digital platforms.

b) Providing technical support to external relations and events management of the UN in China and RCO, including:
– Provide technical support in the scanning of regular updates and analysis to the senior leaders of the latest trends and advice;
– Provide advice in the coordination and production of major UN publications, including the annual report, project report, high-level publication, newsletters and other outreach materials;
– Assist in maintaining and strengthening media relationships with Chinese and international outlets across the world, updating media/partnership/information database;
– Provide technical inputs to the rolling out of media events such as press conferences/media briefings, interviews, campaigns, etc;
– Conduct a consultation session and writing the report of the consultation of UN Communications Group in China;
– Develop advocacy and promotional material for the project;
– Using mutually agreed template, submit a report briefly summarizing the outcome and results of the sessions assigned to and conducted by the consultant and outlining recommendations.

Duties and Responsibilities

The UN Resident Coordinator leads the UN Country Team in China, including all the UN entities present in China. The purpose of the Resident Coordinators System (RCS) is to bring together the different UN agencies to improve the efficiency and effectiveness of operational activities at the country level, helping the UN to be a more relevant and reliable partner for governments, notably by establishing and strengthening these partnerships for the achievement of the Sustainable Development Goals (SDGs).
The UN Resident Coordinator’s Office (RCO) supports the roles and functions of the UN Resident Coordinator and UN Country Team (UNCT). The RCO provides inter-agency coordination support to the UNCT and its various inter-agency working mechanisms, including theme groups.
Critical functions of the RCO include joint advocacy and communications in order to enhance UN coherence and improve the overall programme impact of the UN System in China. The RCO in China is looking for a motivated candidate to join the team on a full-time basis and contribute to its crucial mandate of enhancing the coherence of the UN System in China, with a particular focus on support of overall UN communication and advocacy efforts.
The position will provide the successful candidate with a unique opportunity to learn about how the UN system operates at the country level. Among others, the candidate will: actively engage in the joint UN communication initiatives, learn about the functions and roles of a wide range of UN agencies; gain insight into the country programming process of the UN and become familiar with how the UN interacts with different stakeholders.

Qualifications/special skills

At least a Master’s degree in communications, journalism, business management, marketing, advertising, international relations or a related field.
– A minimum of two-year professional experience in communications and advocacy or partnership development in the context of development cooperation or related area is preferred.

Languages

Fluency in written and spoken English and Chinese.
