FHI 360 is looking for EQHA COVID-19 Program Director

 

The Enhancing Quality of Healthcare Activity (EQHA) is a five-year program funded by the U.S. Agency for International Development (USAID) and led by FHI 360. EQHA aims to strengthen national and provincial health systems and engage public and private healthcare managers and providers in Cambodia to collaboratively improve the quality and safety of health services, strengthen systems and increase service utilization.  Since March 2020, EQHA has been supporting RGC in COVID-19 response efforts.

EQHA is seeking a COVID-19 Program Director to provide technical leadership and day to day oversight to EQHA’s COVID-19 activities in six response pillars including surveillance and lab support; case management and IPC; logistics and procurement; community engagement; risk communication; and decision support systems.  COVID Director supervises a team of 4 designated full-time staff and part time COVID-19 supporting consultants.  This position is for 12-18 months with a consideration of extension and reports to EQHA’s Chief of Party (COP).

Job Responsibilities

  • Provide strategic direction, technical leadership and management to EQHA’s COVID-19 activities, including development of project strategies and provision of technical assistance in one of the activity’s six pillars (surveillance and lab support; case management and IPC; logistics and procurement; community engagement; risk communication; and decision support systems)
  • Work in team with EQHA COVID-19 Technical Lead and DCOP in coordinating and decision-making efforts.
  • Collaborate and communicate with the larger EQHA team to ensure alignment and coordinated workflow of COVID 19 activities within EQHA, especially with objective 2 team
  • Oversee and guide the work at the provincial level through working closely EQHA Clinical Quality Improvement advisor; establish strong communication and coordination platform at the province level
  • Represent the project in external meetings with USAID, government, multilaterals, private sector and other stakeholders
  • Ensure project activities are meeting client and stakeholder expectations through day-to-day oversight, troubleshooting, and proactive identification of technical assistance needs
  • Oversee preparation, technical quality, and timely submission of all project deliverables (e.g., quarterly reports or project workplans)
  • Oversee the work of COVID-19 supporting consultants
  • Communicate and collaborate effectively with a wide range of partners including USG, WHO, Ministry of Health at national and subnational levels, health facility staff, civil society and private sector to share information and stimulate joint design and implementation of interventions
  • Supervise EQHA’s COVID-19 technical staff
  • Collaborate with EQHA’s Director of Finance to ensure efficient and effective use of resources by monitoring project expenditures and budgets

Qualifications

  • Advanced degree in public health, health administration, epidemiology or a related field; MD preferred.
  • Previous experience serving Project Director or other senior-level management role.
  • 10+ years’ experience successfully managing large US government, multi-partner, multi-year health and/or capacity development projects; experience in Cambodia preferred
  • Experience in preparing and managing infectious disease prevention, outbreak response, or global health security activities.
  • Demonstrated experience leading capacity-building approaches for local actors in the public sector and providing technical assistance at individual and organizational levels.
  • Demonstrated experience with a mix of practical technical skills in infectious disease topics, including surveillance, epidemiology, laboratory strengthening, emergency response operations, and workforce strengthening.
  • Demonstrated experience and knowledge in establishing project systems and overseeing project start-up and close-out.
  • Demonstrated outstanding leadership, strategic thinking, organizational, team-building, and representational skills.
  • Proven track record managing a project team composed of technical experts and fostering teamwork.
  • Proven track record monitoring budgets and expenses to stay within obligations; and
  • Excellent verbal, written, interpersonal, and presentation skills in English.
