      The consultant will support the WHO country office to strengthen partner visibility, health communications, and knowledge management, including COVID-19 emergency work, and translation capacity within the office.

Background

             Cambodia identified the first human confirmed case of COVID-19 in January 2020. The WHO Health Emergencies (WHE) Programme unit in the WHO Country Office Cambodia works in strengthening country capacities and the national alert and response system for health security. The WHE unit also supports communication during the immediate health needs of crisis-affected populations at the same time addressing the underlying causes of their vulnerability. As such different types of communication mechanisms are key pillars in delivering and promoting work on health security.

In 2021, the European Union (EU) and the WHO joined forces to support eight South East Asian countries, including Cambodia, in their responses to COVID-19 and to strengthen preparedness for future pandemics. In line with the Global Strategic Preparedness and Response Plan and guided by the Asia Pacific strategy for emerging diseases and public health emergencies (APSED III), the programme aims to strengthen health systems and to support the COVID-19 response, with a particular focus on reaching the unreached.

The programme is now entering its third, and final, year in Cambodia and there is a need to promote and amplify the outcomes, best practices and strategic learnings of the programme with key audiences nationally and regionally.

Work to be performed

Method(s) to carry out the activity

Under the direct supervision of Technical Officer, Coordination and Communication for Health (C4H), the consultant will work full time at the WHO Cambodia Office with following outputs and deliverables. The consultant will be a member of COVID-19 Incident Management Team (IMT). Contract duration: 6 months

Specific requirements

– Education required:

  • University degree in communications, humanities, journalism, media, or related fields

Desirable:

  • Master’s degree in communication, humanitarian studies, public health or related field is desirable.

•     Education and degree obtained abroad is an asset

Experience required:

       Required:

  • Minimum 5 years of experience in communications, marketing, media or journalism in the NGO, Aid, UN, or international development field is required.

Desirable:

  • Experience in health communications is desirable  ;
  • Experience working with WHO and or other UN agencies is an asset;
  • Previous experience managing photographers, videographers, graphic designers etc.

Skills / Technical skills and knowledge:

  • Exceptional written and storytelling experience, including how to write for various audiences and develop different styles of tone and voice.
  • Experience with producing content for digital channels and print products.
  • Experience with impact storytelling and skilfully combining facts/data and human-interest stories.
  • A moderate understanding of engagement analytics and how data and insights can inform future content
  • Demonstrated ability to use database systems, marketing and website tools

Language requirements:

  • Written and spoken fluency in English is essential;
  • Fluency in Khmer.
