Organizational Setting

This position is located in Budget and Finance Section, Division of Administration. The Division of Administration is committed to sustaining a service-oriented environment by ensuring that all PTS staff members receive efficient and high quality support in the areas of budget, finance, general services, and procurement.

Reporting Lines

Under the supervision of the Treasurer, to:

Duties and Responsibilities

  1. Assist the Treasurer in the coordination of the treasury work programme, including assessed contributions, cash management and disbursements and business process improvements projects;
  2. Contribute to the maintenance, enhancement and update of treasury systems such as SWIFT, banking platforms, assessed contributions management system, as well as the Enterprise Resource Planning (ERP) system, in collaboration with NSS/IMS;
  3. Contribute to the design, testing and implementation of (Enterprise Resources Planning) ERP financial reports on assessed contributions receivable;
  4. Support as needed in the different phases of the planning and testing life-cycle, subsequent migration and deployment of new solutions;
  5. Support the Treasurer in planning and executing other treasury tasks, such as billing and collections of assessed contributions, disbursements, short-term investments and banking relations;
  6. Contribute to the preparation of the Annual Financial Statements by providing information needed for note disclosures and support the work of the External Auditors, as well as preparation of financial period-end transactions, such as journal entries;
  7. Assist in preparation of analysis and financial reports such as cash flow forecasts, monitoring of foreign currency gains and losses, tracking of assessed contributions receivable;
  8. Perform other duties as assigned.

Education

  • University degree in finance, accounting or business administration or a related field;

Work Experience and Qualifications

  • At least two (2) years of relevant working experience in the field of treasury, accounting, financial reporting, preferably part of which should have been at the international level;
  • Experience in an ERP system, preferably SAP, is required;
  • Experience in using electronic banking platforms (such as SWIFT Alliance Lite2), Bloomberg Terminal or similar financial software is desirable;
  • Excellent sense of tact, sensitivity and client orientation;
  • Ability to establish and maintain partnerships with internal and external counterparts.

Languages

  • Excellent written and oral communication skills in English are essential.
  • Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian and Spanish) is desirable.
