REQUEST FOR EXPRESSIONS OF INTEREST FOR CONSULTING FIRMS

PREPARATION OF PROJECT CONCEPT NOTES FOR ENERGY EFFICIENCY ITMO PROJECTS IN WEST AFRICA

 

 

  1. The African Development Bank (AfDB) hereby invites Consulting Firms to indicate their interest to undertake the assignment : Preparation of Project Concept Notes for Energy Efficiency ITMO projects in West Africa.
  1. The general objective of the assignment is to create/enhance and share knowledge on the barriers constraining market dissemination of climate friendly technologies in Sub-Saharan Africa and to support the development and implementation of activities under Articles 6.2 and 6.4 of the Paris Agreement.

The specific objective of the assignment is the preparation of a scoping report identifying key issues and barriers to development of mitigation projects in West Africa, and the preparation of a minimum of four Energy Efficiency project concept notes (PCN), in minimum two West African countries, two of which (one in each of the two different countries) are to be further developed if additional funding is made available.

West Africa has been selected because of, inter alia, the advanced activities of the West African Alliance for Carbon Markets and Climate Finance (the West African Alliance or WAA), the West African Power Pool (WAPP) and the active engagement of several West African countries in the climate negotiations, particularly around Article 6.

Areas of potential interest include energy efficiency through the replacement and upgrade of transformers in conjunction with the collection and safe disposal of PCBs in contaminated transformers; policy based measure(s) to offer grants for the purchase of energy efficient products (eg air conditioners and refrigerators) linked to “deemed savings” from lifetime operation; and development of a carbon neutral textile industry in Cote d’Ivoire (incorporating, inter alia, energy efficient supply chain). In all cases, revenues from the sale of ITMOs would form a significant component of project finance. Depending on ability to access additional funds, the Bank expects to offer further contracts to develop full Mitigation Activity Design Documents and associated institutional infrastructure for two or more projects in order to build capacity and expertise in ITMO transaction in the region.

  1. The Climate Change and Green Growth Department (PECG) invites Consulting Firms to indicate their interest in providing the above-described services. Interested eligible firms or associations of firms shall provide information on their qualifications and experience while demonstrating their ability to successfully provide the services (documentation, references for similar services, experience in similar assignments, availability of qualified staff, etc.) ;
  1. The eligibility criteria, the establishment of a short list and the selection procedures shall be in conformity with the Presidential Directive No 02/2012 Concerning the Procedures for Acquisition of Consulting Services funded by the Administrative or Capital Expenditure Budget of the Bank Group and its Implementation Manual which are available for consultation on AfDB’s website at afdb.org. Please note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Bank to include tat firm in the shortlist ;
  2. The assignment is expected to last for a period of 12 months and the estimated starting date is August 2020. In case of need, Interested Consulting firms may obtain additional information by contacting the email addresses below during the Bank’s working days, from 09:00 to 17:00 hours ;
