  1. The expected duration of the assignment is twenty-four (24) months with a possibility of further extension subject to availability of resources and satisfactory performance of the consultants ;
  1. The Terms of Reference (TOR) indicating the scope of the assignment to be undertaken as well as the services required from the selected consultants. You are also requested to present your expression of interest with your CV (format attached) and cover letter ;
  1. The Consultant will be selected in accordance with the African Development Bank’s Implementation Manual relating to the Procedures for Acquisition of Consulting Services funded by the Administrative or Capital Expenditure Budget of the Bank Group. The candidate shall be evaluated based on the following technical criteria :
  • General qualifications and adequacy for the proposed Assignment ;
  • Similar experience in the area of expertise of the Assignment ;
  • Experience with the Bank or other international donors ;
  • Language proficiency ;
  • Knowledge of the Region. 
  1. All the consultants shall be ranked, and the highest ranked consultant will be selected for the said assignment if his/her fees are within budget limits ;
  1. The consultant shall bear all his/her insurance and medical costs for the duration of his/her services ;
  1. All submission should be made by email on proposed format before the closing date specified in paragraph 2 above. Any proposal received after the closing date shall be rejected.

THE BANK :

The African Development Bank (the Bank or AfDB) established in 1964 is the leading development bank on the continent with a mission and objective to spur sustainable economic development and social progress in its Regional Member Countries (RMCs), thus contributing to poverty reduction. AfDB implements its cooperation with the its regional member countries not only through project funding (project grants/loans) but is also carrying out other types of cooperation in that includes; Policy work and Producing and Sharing of Knowledge and Advisory Services

The Bank’s Triple-A rating across major rating agencies enables it to mobilize and allocate resources for investment in Africa while providing policy advice and technical assistance to support development efforts. To accelerate Africa’s transformation, the Bank has identified five operational priority areas. These five priorities are: (i) Light & Power Africa; Feed Africa; (iii) Industrialize Africa; (iv) Integrate Africa; and (v) Improve the quality of life for the people of Africa (collectively, the High 5s). The High 5s will help Africa achieve 90% of the United Nation’s Sustainable Development Goals and are intrinsically linked to the African Union’s Agenda 2063.

THE COMPLEX :

The Vice Presidency for ‘Power, Energy, Climate and Green Growth (PEVP)’ is a Sector Complex focusing broadly on the Bank’s TYS and High 5 priority of “Light up and Power Africa”. The complex’s objectives are (i) to develop policy and strategy; (ii) provide deep sector technical expertise to the Regions by gathering a pool of experienced individuals who can be consulted for their expertise on complicated transactions; (iii) develop new financing instruments; (iv) act as spokesperson for the Bank with external stakeholders on all aspects of “Light Up and Power Africa”. The Complex focuses specifically on areas of power systems development, policy and regulation, renewable energy and, climate and green growth. The Complex also ensures that the Bank operates successfully across its Regional Member Countries and oversees the full implementation of all aspects of the Bank’s energy operations.).

THE HIRING DEPARTMENT/DIVISION :

The Power Systems Development Department within PEVP complex has the broad objective of supporting the Bank’s Regional Member Countries, Power Utilities, Regional Economic Communities, Power Pools, Regulators and other stakeholders to develop and improve their own Power Systems and the performance of their utilities for both sovereign (SO) and non-sovereign operations (NSO). Power Systems Solutions (PESD1) is based at the HQ.

The Procurement Consultant Operations is responsible to ensure that the procurement activities by the Bank within the department are compliant with the Bank’s procurement policy. The Procurement Consultant Operations reports to the Division Manager PESD.1). The consultant will work in conjunction with the respective Task Managers involved in monitoring and reviewing the implementation of ongoing projects under the PESD.1’s purview. The consultant will liaise with, and obtain clarifications from the Fiduciary, Procurement Policy, Safeguards and Inspection department (SNFI) of the Bank on all matters relating to procurements.

KEY FUNCTIONS :

Under the supervision and guidance of the Division Manager, the Procurement Consultant Operations will, in his/her duty station :

  • Support Task Managers at all stages of project cycle activities for Bank financed projects, namely identification, preparation, appraisal, launching, implementation and supervision ;
  • Review and/or draft, procurement chapters/sections for a variety of project lending documents ;
  • Conduct capacity assessment of implementing units ;
  • Support the preparation and review of all procurement related documents ;
  • Participate in preparation and appraisal missions for specific projects ;
  • Carry out supervision work to ensure that projects procurement management systems are functioning appropriately ;
  • Participate in project discussions and contribute to the preparation and revision of procurement plans and implementation schedules or monitoring systems ;
  • Assist Bank staff in various procurement capacity building programmes for the Executing Agencies and staff of Government Departments ;
  • Undertake other procurement related activities that may be assigned by the Division Manager PESD.1 ;
  • Work with relevant team members on procurement and management of the consultants contracts ;
  • Undertake the framework procurement and management of consultant ;
  • Undertake review the in the evaluation of proposals and facilitate all the bidding processes of the grants/loans ;
  • Provide technical services and advice related to acquisition, applying the AfDB’s rules and procedures ;
  • Review tender documents, and undertake post acquisition reviews on contracts as required ;
  • Monitor and assist in assuring the quality of procurement plans (where need be) and their implementation, and oversee their revision ;
  • Participate in contract negotiations of the department on consultancy procurement ;
  • Conduct desk review of Project Completion Reports; Participate in the preparation of the Annual Work program and budget of the projects; Undertake related duties as assigned ;
  • Review, provide comments and participate in working group meetings of lending and non-lending activities reports ;
  • Provide or generate reports as requested) ;
  • Execution of audit findings as directed – initiating the necessary corrective actions to address all audit findings in Procurement function and prevent any repeat thereof.

COMPETENCIES (skills, experience and knowledge) :

  • Hold at least a Master’s degree or equivalent in Public/Business Administration, Law, Engineering, Procurement, Economics or related fields with 5 years of experience or Bachelors degree with at least 10 years of the said experience ;
  • A minimum of five (5) years of relevant professional experience in providing procurement support and advice to the preparation and implementation of programs and projects financed by the Bank or any other similar institution in developing countries ;
  • Proven familiarity with and solid experience in the practice of procurement of goods and works and the acquisition of consultancy services under donor funding conditions, it would be desirable to have knowledge of Bank Procurement policy, of not less than 5 years
  • Familiarity with energy sector related matters, such as procurement advice on energy related projects, procurement of goods, services or works that related to the energy sector will be an added advantage ;
  • Experience in supervising and effectively managing implementation of developments projects and programs ;
  • Ability to be flexible, open-minded with integrity, client and results oriented for achieving both Bank’s and Borrowers’ objectives ;
  • Effective consulting and advisory skills that enable Sector Staff to build their confidence and skills to deal with procurement issues ;
  • Good networking skills and judgment are required while working within teams and when building professional relationships with procurement specialists and sector specialists working in the Region ;
  • Ability to communicate effectively (written and oral) in English Competence with standard MS Office software (Word, Excel, PowerPoint), preferably combined with knowledge and experience of SAP operations.

Duration of the assignment :

The duration of the assignment is for twenty-four (24) months expected to commence on November 2020 renewable subject to organizational needs and limitations.

Restrictions :

In addition to the standard conflict of interest restrictions specified in the consulting contract, all materials created under this Contract will remain the sole property of the Bank. Re-use of the materials will require the formal, written approval of the Bank. The Procurement Consultant Operations shall have no material interest in any of the outputs of this assignment.

On the commencement of the assignment, the Consultant will sign a statement of confidentiality that will bind the Procurement Consultant Operations to nondisclosure of any sensitive information that the Procurement Consultant Operations may become knowledgeable of during the course of the assignment.

 

CONDUCT OF THE CONSULTANT :

  • The consultant shall at all times ;
  • Be expected to carry out the assignment with the highest level of professionalism and integrity and to conduct his duties in an open and transparent manner ;
  • Under any circumstance ;
  • Take any actions or be seen to be taking any actions, which may hinder or prevent the Bank from executing this assignment ;
  • Take any material decision pertinent to this assignment without the express permission and written consent of an authorized representative of the project team ;
  • Discuss or reveal any information regarding this assignment without the express written permission of an authorized representative of project team.

ACCOUNTABILITIES AND RESPONSIBILITIES :

For contractual matters, the consultant shall work under the direct supervision of the AfDB staff who shall be responsible for the following :

  • Providing all necessary background documents, reports, guidelines, etc. available at the AfDB ;
  • Assisting in arranging formal/informal meetings at the AfDB and with external stakeholders ;
  • Arranging logistical support ;
  • Coordinate the review of the consultant’s deliverables ;
  • At the end of every month the consultant is expected to produce a report highlighting the summary of activities undertaken and action plans for the unfinished activities.

The consultant shall exercise diligence in the execution of the assignment, competencyand provide adequate time to enable to deliver on the assignment. In addition, the reporting requirements and schedule shall be respected. The consultant is expected to study and have a clear understanding of the Bank’s operation guidelines and procedures.

1.0    REMUNERATION :

Remuneration will be based on monthly basis for the qualified candidate to be paid per invoice submitted at the end of each month.
