About the mission

SI has been operating in South Sudan (SSU) since 2006, and developed activities in emergency and post emergency context, particularly in rural and semi-urban areas. Its expertise in running emergency WaSH intervention is highly acknowledged by all WaSH actors and donors. Furthermore, SI is implementing longer-term WASH and FSL activities in multiple locations.

In 2021, the coordination base is in Juba, and there are 3 field basis, including Raja.

SI’s current strategic axis in SSU are:

  1. Preparedness and response to acute multi-sectorial needs, with an integrated approach
  2. Improvement of the basic services and livelihood opportunities through multi-sectorial/integrated programs to increase resilience via mid-term projects

Estimated mission budget: USD 2,5 to 3 million.

About the job

General objective

The logistician-administrator is in charge of the administrative, financial, HR and logistics management of the Raja base, in compliance with donors and SI procedures.

  • He/she organizes logistics and administrative support to the programs, oversees the implementation of the HR policies and supports the Field Coordinator with the security management from an operational perspective.
  • He /She supports, monitors and trains the members of his administrative and logistics team.
  • He /She ensure maintenance and logistic at base level and is in charge of fleet; premises and assets

The financial volume of the Raja base is around EUR 1 million and 2 project are currently on going:

  1. Rebuilding access to food security and livelihood opportunities for host communities, IDPs and returnees in Raja county, Western Bahr el Ghazal State
  2. Comprehensive emergency health, nutrition and WaSH services to host communities, displaced and returnees in Wau and Raja Counties, Western Bahr el Ghazal State

Main responsibilities

  • Finances: He/she supervises accounting operations and cash management, and carries out budget follow up in conjunction with the program team
  • Administration: He/she implements and supervises all HR and admin activities of the base
  • Logistics:He/she implements and supervises all logistics operations at his/her assigned base and organize logistics support for proper and timely programs implementation.
  • Team and people management

Reporting to: the field coordinator

Managing: the log / admin team.

Priorities for the first months

  1. Procurement of the program material in a context of limited markets to ensure timely delivery of the assistance
  2. Capacity building of the national team
  3. Ensure the supply of the material to the remote areas of project implementation.

Your profile

Education: higher education diploma in a related field.

Experience

  • Previous experience with an INGO on a logistics and finance role is required
  • Experience in a complex emergency setting preferred
  • Familiarity with main donor’s guidelines and procedures (logs/finance)

Experience with SI is an asset.

Si will offer you

A salaried position

According to experience, starting from EUR 1980 gross / per month (EUR 1800 base salary, gross / month + 10% annual leave allowance paid monthly) + a monthly Per Diem of USD 700.

SI covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks

During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every 3 months. For a one-year assignment, the expatriate will have a 7 working days break at 3, 6 and 9 months (with USD 850 allocated by SI). In addition to these, SI adds 1 additional rest day per month of work, i.e. 12 additional days off for a one-year contract.

Insurance package

Expatriates benefit from an insurance package which covers all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system, including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Living conditions

Raja is a small town, quite far from Juba, located in the North West of South Sudan. The climate is tropical, and the temperatures can reach high levels.

The living conditions on the base are basics:

  • Electricity supply for most of the day but not 24 hours.
  • Phone network available
  • Local foods available + Juba supply dependent for higher quality food.

Please note that the current political situation and security context is volatile, but SI monitors it daily, in order to ensure the security of all staff.

COVID19

Please note that the COVID 19 pandemic can impact the movements (flights and visa issuance).

Safety and security rules are regularly reviewed and adapted to the situation, to minimize the exposure to the COVID 19, in constant monitoring and adaptation to the context evolution. This include social distancing, teleworking and strict hygienic rules, such as regular handwashing etc.

Please note that SI strongly recommends its staff to get the vaccination against COVID 19, using WHO-approved vaccines. If possible, the vaccination should be done before departure, in order to reduce the future logistical constraints once on the field (administration of the 2nd dose within a certain time frame).
