CONSULTING SERVICES FOR ENVIRONMENTAL AND SOCIAL MANAGEMENT SPECIALIST

The Government of Namibia through the Ministry of Agriculture, Water and Land Reform (MAWLR) has received financing from the African Development Bank (AfDB) towards the cost of the Namibia Agricultural Mechanization and Seed Improvement Project (NAMSIP), and intends to apply part of the agreed amount for this loan to payments under the contract for Consultancy Services for NAMSIP Environmental And Social Management Specialist (ESMP).

The services included under this assignment are to: (i) review and update the ESMP in line with the new implementation modalities thereby ensuring that core environmental and social aspects of the Project are addressed in accordance with National Regulatory Framework and AfDB Environmental and Social Safeguard Policies; (ii) develop a Health and Safety Register and ensure compliance to Occupational Health and Safety standards; (iii) prepare an Environmental and Social Stakeholder Engagement Plan (ESSEP) to be used in stakeholders’ engagement and dissemination of Project information; (iv) conduct, together with the ESMP Task Team a pilot awareness creation in all 14 regions; (v) develop an Emergency Preparedness and Response Mechanism to ensure mitigation and management of environmental and social emergency prevalence; (vi) develop a Grievance Redress Mechanism to facilitate solution to concerns and grievances for affected communities and beneficiaries; (vii) provide recommendations on how the Ministry can address Environment and Social issues and risks for its operations, in terms of staffing, procedures, systems; and (viii) conduct compliance audit and submit a compliance audit report.

The Expression of Interest (EOI) should include the modalities and strategy on how the Individual Consultants will conduct the assignment. It is envisaged that the Consultant should possess the following: (i) a minimum Master’s Degree in Environmental Management, (ii) at least 10 years of experience in project management related to the assignment, (iii) should have proven track record in environmental safeguard and project management, as well as knowledge of the Namibian agriculture sector, (iv) should have knowledge of and/or prior experience with environmental and social related safeguards and standards of Financial Institutions, including those of the AfDB and World Bank or similar Institutions, (v) should have knowledge of and/or prior experience with environmental and social requirements of the national environmental legislation and Operational Standards of the AfDB, (vi) should have a credible record in conducting ESMP and EIA in the agriculture sector, or related sectors, (vii) should have proven skills in the management and/or coordination of projects; (viii) should have sound knowledge in the preparation of Project documentations including reports; (ix) The Consultant should have ability to build capacity/transfer knowledge, (x) should have extensive knowledge of Microsoft Office tools and applications, (xi) should have interpersonal, organizational, communication and presentation skills.

The Government of the Republic of Namibia through the Ministry of Agriculture, Water and Land Reform (MAWLR) now invites eligible Individual Consultants to express their interest in providing these services. Interested Consulting Firms must provide information that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills among staff etc.).

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Framework for Bank Group-funded Operations, August 2020 edition, which is available on the Bank’s website at http://www.afdb.org.
