SUBMISSION OF UPDATED CV AND PROFESSIONAL FEE FOR CONSULTING SERVICES (SEED PROCESSING AND SEED QUALITY ASSURANCE – INDIVIDUAL CONSULTANT)

The Government of Namibia has received financing from the African Development Bank (AfDB) towards the cost of the Namibia Agricultural Mechanization and Seed Improvement Project (NAMSIP), in the Ministry of Agriculture, Water and Land Reform (MAWLR), and intends to apply part of the agreed amount for this loan to payments under the contract for Consultancy Services for Seed Processing and Seed Quality Assurance.

In general, the services included under this assignment are to: (i) provide advice in the design of the seed processing facilities, including associated plant/machinery, that will be constructed in the Kavango East, Kavango West, Omusati, Oshikoto and Zambezi Regions; (ii) conduct needs assessment on the type of machinery and equipment that will be required for seed processing of major staple cereal and legume crops taking cognizance of the design of the seed processing plants; (iii) develop guidelines for the production of certified seeds (cereal, leguminous and vegetable seeds) in Namibia, including the good agricultural practices (GAP) to be adhered to by registered seed producers; (iv) review and revise, if necessary, the Namibian Seed Production Training Manual in-line with the new requirements; (v) facilitate development of brochures/pamphlets on the processes to be followed in production of certified seed as per Namibian Seed Production Training Manual translated in six (6) local languages (Rukwangali, Oshiwambo, Otjiherero, Silozi, Damara/Nama and Afrikaans – Note: translation services shall be outsourced by NAMSIP); (vi) conduct Training of Trainers (ToT) on field and seed inspection in the production of cereal and legumes certified seeds; (vii) document procedures and techniques for Seed Quality Assurance (laboratory seed testing); (viii) develop guidelines on the procedures and techniques to be followed for testing seed germination, moisture content, purity, vigour and health; (ix) develop a field seed quality and testing manual; (x) develop a Training Plan for short and long term capacity building in seed production in areas such as seed research, plant breeding, seed production and quality control (inspection, testing and certification); and (xi) develop guidelines for seed storage, distribution, transportation and marketing modes including an appropriate labelling system. The consultancy details are included in the Terms of Reference (ToRs) which shall be obtained from NAMSIP Director (below), based on submission of letter of motivation.

The consultancy will be delivered within a proposed period of six (6) calendar months, from the date of contract signature, which might be subject to extension.

The MAWLR now invites eligible Individual Consultants to indicate their interest in providing the said services. Interested Individual Consultants may obtain further information on this Consultancy at the address below during office hours, from 08:00 to 17:00 hours (local time). After submission of the letter of motivation, the interested Individual Consultant shall be issued with official letter, with Terms of Reference (ToRs).

The Individual Consultant shall be requested to provide information indicating that they are qualified to perform the services, by submitting (a) updated detailed curriculum vitae, including general qualification and suitability for the assignment, experience in the specific assignment described in the Terms of Reference (ToRs), experience with international and local development agencies, language capacity, and knowledge of the country/Namibia, and (b) associated professional fee (USD) per calendar month. It should be noted that all travel costs related to this consultancy and also costs for production of associated reports shall be covered by NAMSIP and should not be included in the professional fees. The updated Curriculum Vitae (CV), and letter indicating Professional Fees (ZAR per calendar month) shall be submitted either electronically to the e-mail address or hand delivered to the physical address indicated below by the 05 October 2020, 17:00 hours (local time) and clearly marked: “Expression of Interest for Consultancy Services for Seed Processing and Seed Quality Assurance”.
