  1. The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment: Senior Database and Data Management Consultant. 
  1. The services required under this assignment will include in one hand the installation, upgrade, and maintenance of the Bank’s corporate platforms hosting Oracle, SQL Server and MySQL databases and associated products. In the other hand, the incumbent will maintain all mid-tiers systems such as Oracle Fusion mid-tiers, Oracle WebLogic, Oracle Business Intelligence. In addition, the objective is to support users/developers to setup, configure and maintain various applications and package software at the data backend level. At least, the required services will include additional configuration, monitoring, tuning, and troubleshooting database and mid-tiers environments, moving, and promoting database objects from development, quality and production landscape, designing of interfaces between systems, optimizing and analyzing performance issue.

 

The consultant will undertake the following duties:

  •   Install,  manage,  and  administrate  all  Bank’s  databases:  Plan,  install  and  control  the configuration of all Bank’s database standard software (Oracle, SQL Server, and MySQL),
  •  Client connections, and database instances;
  •   Maintain and perform day-to-day monitoring for all databases, backup/restore strategy, replication for disaster recovery and continuity, audit logs, roles and profiles, and SQL tuning;
  •   Work closely with software developers to implement robust, scalable applications that interface with those databases;
  •   Migrate, patch and/or upgrade database software. Version control, fix application according to suppliers’ recommendations and documentations;
  •   Install, configure, and maintain mid-tier servers (Application servers, Web Servers, Directory and Authentication servers). Applications deployments and monitoring;
  •   Create database objects for applications: table spaces, tables, index, views, sequences, programs, and database links;
  •   Design, develop, and manage large complex databases that are located on multiple servers in diverse hardware and operating systems environments;
  •   Assist the developers on creating, testing, and validating queries, stored procedures, functions and reports on DEV and QA/Test environments;
  •  Ensure data management for all applications: data loading, shared common data, interfaces between systems, and software packages;
  •  Execute any other activities related to the objectives of the assignment.

 

  1. Required skills and qualifications:

The incumbent should have the following skills:

  •  At least IT Engineer and/or Master level education;
  •  5+ years of database administration experience, ability to design and set up new Oracle, SQL Server, and MySQL database systems;
  •  Strong experience with Database Administration (DBA) to maintain & operate the Bank’s IT systems;
  • Hands-on mid-tiers software (OAS, WebLogic, IIS, Apache, JBoss) experience Experience with OS/DB installation, maintenance, and upgrade;
  • Good working knowledge of UNIX, Windows, LAMP, SAN Storage, Networking LAN/WAN/VPN…;
  •  Experience with Oracle Cloud Control 12c and other monitoring tools and utilities for systems administration;
  •  Experience in managing full cycle (design, testing, promote to production) of application developments;
  • Certified on Database Administration would be an asset;
  • Excellent written and verbal communication skills in French and/or English is a must.;
  • Excellent presentation skills;
  • Excellent analytical skills.

 

  1. The Corporate Information Technology Services Department (CHIS) invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (CV, documents, reference to similar services, experience in similar assignments, etc.). 
  1. The eligibility criteria, the establishment of a short list and the selection procedures shall be in conformity with the Bank’s procedures for the acquisition of consulting services funded by the administrative or capital expenditure. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist. 
  1. The duration of services is six (06) months, and the estimated starting date is 17 January 2022.

  1. ESTABLISHMENT OF THE SHORT LIST

 

A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.
