ANNEX 1: TERMS OF REFRENCE

RECRUITEMENT OF A JUNIOR CONSULTANT

ECM DEVELOPER

  1. INTRODUCTION :

The African Development Bank Group (AfDB) is a regional multilateral development finance institution established in 1963 with a mandate to further the economic development and social progress of African countries, individually and collectively. The Bank has approximately over 2000 staff members, who have been recruited from a wide geographic area only limited by membership in the Bank. There are currently 81 different nationalities from Africa, Asia, Europe and the Americas represented within the Bank making the institution multicultural in every sense of the word. The Bank has two official languages: English and French. It co-operates with a large network of international development partners.

The Corporate IT Services Department (CHIS) is responsible for the provision of efficient, effective and modern IT infrastructure and application services to support optimize and transform Bank’s business process for developing Africa. Under the leadership of the Bank’s Information System’s Director, CHIS department is mandated by the Bank to deliver the best possible IT services for Bank staff and help achieve the results that will get the Bank closer to accomplishing its development goals. The department has four divisions: (i) Business Solutions Development, (ii) Corporate Applications Services, (iii) Network & Telecom Services and (iv) Client Services.

  1. OBJECTIVES OF THE MISSION :

The main objective of the mission is to support Enterprise Content Management (ECM) modules implementation. This includes ECM application development as well as ECM configuration, integration and other tasks.

The Corporate Information Management & Methods department is expecting to hire Consultants (Developer) with skills in ECM configuration and Java / Javascript development.

  1. ACTIVITES & DELIVERABLES :

The consultant(s) will have the main task to support ECM activities such as configuration development, and support. Among other things, it will have to perform the tasks that follow:

3.1.       Activities

  • Develop and test applications and/or background jobs and actions according to the requirements of standards development in force within the division according to the specifications and the priorities that will be defined by the project leader with whom he will have to work ;
  • Make appropriate configuration in the ECM system including :
    • Metadata definition, classification, workflows etc…;
    • Connectors configuration (Sharepoint, SAP; CMIS) o Scanning software configuration ;
    • Triggered action and background jobs configuration.
  • Develop import and export script for document libraries, including metadata definition ;
  • Produce appropriate documentation for each stage of the life cycle of applications ;
  • Produce appropriate configuration documentations and user manuals ;
  • Train and assist end-users ;
  • Transfer of knowledge to the Bank staff ;
  • Any other activities in relation with Business Development.

3.2.       Deliverables

  • Fully workable systems and configurations ;
  • Design and configuration documentation ;
  • Test cases ;
  • User manuals.
  1. QUALIFICATIONS AND EXPERIENCE REQUIRED The candidate must have the following skills and qualifications :
    1. Master/Engineering degree or equivalent in computer science, software development ;
    2. Between 2- and 4-years’ experience in similar assignments.

Skills in the following areas :

  • Experience in Enterprise Content Management platforms ;
  • Experience in Scanning software ;
  • Good experience in developing applications using the Java language (Java Enterprise Edition) ;
  • Experience working with institutions in development or the big business industry ;
  • Knowledge of the techniques and technologies of communication ;
  • Proficiency in English and/or French.

Qualifications in the following areas :

  • Knowledge of Enterprise Content Management platforms, specifically IBM Content Foundation (FileNet). Including advanced configuration like meta-data definition, triggered action and background jobs development and configuration, import script configuration, etc…;
  • Knowledge of scanning software and advanced configuration (Kofax Express and/or IBM DataCap preferably) ;
  • Knowledge of Java Enterprise Edition development and frameworks (Groovy/Grails, Hibernate, etc…) ;
  • Knowledge of HTML5, JavaScript, CSS3 XML and JSON ;
  • Good experience in the use of javascript frameworks (AngularJS, Backbone.js, bootstrap, ReactJS, Jquery, SAPUI5) ;
  • Knowledge of the use of web services ;
  • Experience in the development of Mobile (iOS, Android) solution ;
  • Knowledge in the use of GIT ;
  • Ability to work under the double pressure of time and the demand for quality.
  1. SUPERVISION OF THE MISSION :

The consultant(s) will perform its mission under the supervision of the Chief leader of Business Development Solution Team, CHIS1-BSD.

  1. DURATION OF THE MISSION :

The mission is planned for twelve (12) months.

  1. LOCATION :

The mission will be carried out at the headquarters of the African Development Bank in Abidjan, Côte d’Ivoire.

  1. REMUNERATION :

The consultant will receive a monthly lump sum rate based on his experience. No additional benefits or per diem will be paid. The individual consultant is responsible for his/her own health insurance and own accommodation costs.
