Job Purpose:

The Senior Finance Office will be the lead on ensuring that the donors and government financial reports are prepared on time and with the needed quality for submission. This role will support the Oxfam finance team by being responsible for day-to-day operation related to partner and Oxfam programme implementation financial issues. In coordination with Roving Finance Coordinator; this includes working closely with programme and funding teams to ensure producing of realistic and correct donor budgets as part of proposals submission process, placing finance related information on to Oxfam programme management and accounting (OPAL and PeopleSoft) online systems, providing all parties with effective (donor) budget variance reports, and ensuring global budget is updated with new funding or changes provided by budget holders. The Senior Finance Officer ensures that partner Financial reports were obtained from partners in a timely manner and reviewed for timely submission to Donors. This role will support the Oxfam finance team by being responsible for day-to-day operation related to Partners’ financial issues. This includes working closely with Partners in order to ensure compliance of partners to donors’ requirements, placing finance related information on Oxfam programme management and accounting (OPAL and PeopleSoft) online systems, identification of capacity gaps & undertaking capacity building exercise, financial monitoring as well as track Partners compliance requirement.

Job Type: Fixed Term 7 months with possibility of extension

What we are looking for :

  • Awareness of and demonstrated commitment to Oxfam’s values, mission and work;
  • University degree in a finance related subject or professional accountancy qualifications or proven finance experience with a high level of numeracy;
  • Significant experience in accounting and financial work in a similar sized organisation;
  • Proven ability to implement office and finance systems;
  • Knowledge on various administrative and finance functions;
  • Good communication skills -verbal and written in English;
  • Understanding of gender and diversity issues and commitment to promoting gender and diversity equity;
  • Proven ability to manage resources and deadlines with minimum supervision;
  • Demonstrates initiative with good communication and interpersonal skills;
  • Strong organizational skills, detail oriented with ability to produce accurate work under tight deadlines;
  • Ability to work and communicate effectively with others to ensure compliance with Oxfam GB policies and procedures;
  • Ability to learn/adapt to a fast-changing environment and numerous, conflicting job requirements;
  • A strong working knowledge of MS Office is needed, especially MS Excel;
  • Good understanding of audit methodologies;
  • Ability to write, speak and read in English ;
  • Proven experience working in a similar role;
  • Ability to write, speak and read in English fluency level;
  • Romanian (compulsory) Russian (desirable).
