This position is located in the Office for the Coordination of Humanitarian Affairs (OCHA), Istanbul.

The Humanitarian Affairs Officer/Civil Military Coordination reports to the Senior Humanitarian Affairs Officer, Civil-Military Coordination Section.

Responsabilités

Within delegated authority, the Humanitarian Affairs Officer will be responsible for the following duties:

Serves as a senior operations, policy or training officer, focusing on Humanitarian Civil-Military Coordination as part of OCHA’s overall humanitarian coordination mandate; recruits, prepares, deploys and supports UN Civil Military Coordination Officers; advises on overall policy direction, strategy and plans; and develops and delivers training programmes respectively, as well as more generally, reviews and provides advice on a diverse range of operational policy and training issues related to safeguarding humanitarian principles and ensuring the effective delivery of humanitarian assistance and the linkages with other related areas (e.g. human rights).

Prepares policy position papers for review.

Monitors, analyzes and reports on UN Civil Military Coordination developments, disaster relief/management programmes or emergency situations in assigned country/area; develops and maintains a “watch list” of countries with potential for military involvement in humanitarian crisis.

Leads and/or participates in large, complex projects, to include disaster assessment or other missions; coordinates international humanitarian/emergency assistance for complex emergency/natural disaster situations; ensures necessary support (e.g. staff, funding, specialized equipment, supplies, etc.); prepares situation reports to the international community, apprising of situation to date and specifying unmet requirements.

Undertakes deployments and scheduled field missions, often at short notice, to assist in or lead in the assessment, planning and establishment of UN Civil Military Coordination mechanisms. Identification of UN Civil Military Coordination requirements, preparation of strategy, and advising the Head of Office and/or RC/HC and Humanitarian Country Team on UN Civil Military Coordination related issues.

Analyzes the requirement for, initiates, coordinates and/or implements UN Civil Military Coordination training requirements, programmes and events for various stakeholders; both from government and their military forces as well as humanitarian organizations and analyzes their effectiveness.

Ensures the proper use and spending of donor contributions channeled through OCHA.

Assists member states in civil-military capacity-building for handling emergency situations, including in the development and implementation of their policy and doctrine; develops and/or advises on UN Civil Military Coordination country-specific guidelines for countries of concern in collaboration with area experts and ensures the subsequent monitoring of these guidelines; recommends actions based on the analysis of pertinent information.

Initiates and coordinates activities related to UN Civil Military Coordination technical cooperation and technical assistance projects in disaster response and disaster response preparedness; formulates strategic and operational proposals and relevant documents; provides technical support to field work; reviews and clears project reports for submission to intergovernmental and interagency consultative bodies governments.

Organizes and prepares studies on UN Civil Military Coordination and related issues; organizes follows-up work, including interagency technical review meetings to support policy development work and decision-making on important issues; and ensures the implementation of recommendations emanating from relevant studies.

Assists or leads, as appropriate, in the preparation of OCHA reports, studies, background papers, policy guidelines, correspondence, presentations, background papers, policy guidelines, parliamentary documents, etc.; with respect to the latter, takes the lead in providing support and information to relevant councils or other entities on specific issues.

Partners with other humanitarian agencies to plan and evaluate complex humanitarian and emergency assistance programmes where military forces are engaged or have influence; helps ensure that latest findings, lessons learned, policy guidelines, etc. are incorporated into these activities, including gender-related considerations.

Establishes and maintains contacts with government officials, other UN agencies, non-governmental organizations, diplomatic missions, media, etc.; ensures appropriate mechanisms to facilitate collaboration and exchange of information both in and outside the UN system.

Serves as the primary focal point on specific topics or policy-related issues; keeps abreast of latest developments, liaises with other humanitarian organizations, donors, etc., ensures appropriate monitoring and reporting mechanisms; provides information and advice on a range of related issues.

Organizes and participates in work groups, meetings, conferences, consultations with other agencies and partners humanitarian and emergency relief-related matters.

May participate in planning and preparation of section budget and work program as well as subsequent monitoring.

Provides leadership and work direction to assigned work team, and/or mentors and supervises the work of new/junior officers.

Performs other duties as required.

Compétences

PROFESSIONALISM: Knowledge of wide range of humanitarian assistance, emergency relief and related human rights issues. Conceptual and strategic analytical capacity, to include ability to analyze and articulate the humanitarian dimension of complex issues that require a coordinated UN response. Demonstrated problem-solving skills and judgment in applying technical expertise to resolve a wide range of complex issues/problems. Knowledge of region or country of assignment, including the political, economic and social dimensions. Ability to negotiate and to influence others to reach agreement. Ability to work under extreme pressure, on occasion in a highly stressful environment (e.g. civil strife, natural disasters and human misery). Knowledge of institutional mandates, policies and guidelines pertaining to humanitarian affairs and knowledge of the institutions of the UN system. Ability to relate humanitarian affairs issues and perspectives, including gender issues, to political, economic, social and human rights programmes in affected country/region. Formation

Advanced university degree (Master’s degree or equivalent) in political science, public administration, management or business administration, international or conflict studies, training or a related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Expérience professionnelle

A minimum of seven (7) years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency management in complex emergencies and /or natural disasters in a humanitarian or military organization, or other related area is required.
Two (2) years of working knowledge of, and experience in United Nations Civil Military Coordination review and formulation and/or operations and deployment and/or training are required.
Three (3) years of relevant field experience in the past seven (7) years is required.
Experience in a United Nations humanitarian agency, preferably at Headquarters, is desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations. For this position, fluency in English (both oral and written) is required; knowledge of French is desirable. Knowledge of another UN official language is an advantage. Knowledge of another UN official language is an advantage.

  • The appointment/assignment is for the duration of 364 days with the possibility of extension, subject to availability of funds and mandate extension. Please NOTE that the selected candidate may be requested to work remotely (from home pending the lifting of travel restrictions due to Covid-19) or from Geneva for a short initial period upon on-boarding.The selected candidate is expected to start as soon as possible.

    • A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. For full information on eligibility requirements, please refer to section 5 of ST/AI/2010/4Rev.1 on Temporary Appointments. In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.

    • Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.

    • Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as “retirement.” Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service.

    • While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.
    • The expression “Internal candidates”, shall mean staff members who have been recruited after a competitive examination under staff rule 4.16 or after the advice of a central review body under staff rule 4.15.

    • Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.

    • Staff members are not eligible to apply for the current temporary job opening if they are unable to serve the specified duration of temporary need before reaching the mandatory age of separation. Submitting an application or selection for the current temporary job opening does not delay or increase the mandatory age of separation.
