Palladium recruits a Gender Equality and Social Inclusion Manager – Africa Trade and Investment Program (ATIP)

Context

Palladium is seeking a Gender Equality and Social Inclusion Manager to support a new flagship USAID-funded program: Africa Trade and Investment Program (ATIP). The overall ATIP program, currently valued by USAID at $400-750 Million and expected to be based in Washington, DC, with field offices in West, East, North, and Southern Africa, will be the principal vehicle for implementing the whole-of-government Prosper Africa Initiative. The purpose of ATIP is to mobilize enterprise-driven solutions that will help unlock Africa’s growing markets, expand U.S.-Africa trade and investment relationships, and achieve development outcomes across all sectors, in line with USAID’s Private Sector Engagement Policy and the USG Prosper Africa Initiative.

The five objectives of ATIP are:

  1. Increased trade;
  2. Increased investment;
  3. Improved business environment;
  4. Leveraging strategic African, U.S., and international partners and resources; and
  5. Institutional support to USAID to assist in tracking, managing, implementing and publicizing the Prosper Africa Initiative

The anticipated proposal release date is September 2020.  The program would start in 2021. Specific program activities, upon award, may include both cross-cutting “core” activities as well as “buy-ins” from regions or countries in Africa, which may identify sectors of interest as well as specific programmatic objectives and target outcomes.

Candidate Profile

The ideal candidate would be an individual with extensive experience overseeing and informing the gender equality and social inclusion (GESI) aspects of large, complex, multi-country donor-funded programs related to trade, investment, and the business environment. This role will enable an individual who wants to build upon that experience to lead the integration of GESI into all ATIP activities through targeted gender analyses, assessments, gender lens opportunity reports, capacity-building to project stakeholders, mainstreaming gender-focused project interventions and other activities.

Purpose of Position

 The GESI Manager will lead all efforts to identify and overcome gender and social inclusion barriers in trade and investment opportunities and program in Africa, and be responsible for leading gender and social inclusion assessments, overseeing the development of the Gender Equality Action Plan, and mainstreaming gender considerations in project activities.

Roles and Responsibilities

  • The candidate’s responsibilities will likely include:
  • Lead the design and implementation of ATIP’s Gender Equality and Social Inclusion (GESI) strategy
  • Provide cross-cutting leadership across all five objective areas in identifying GESI issues within programs and developing strategies for strengthening the integration of GESI across all activities
  • Build staff capacity on the application of a GESI lens across the program cycle
  • Participate in and contribute to external technical working groups on issues related to gender equality, gender empowerment, social inclusion, and inclusive development
  • Develop innovative approaches to advancing gender equality, promote inclusive development, and prevent and address gender-based violence
  • Lead and/or support gender analysis processes, including study design, staff training, data collection and data analysis
  • Provide ongoing technical support for the development, implementation and evaluation of programs with GESI-focused outcomes

Position Requirements

  • Advanced degree in economics, sociology, gender dynamics, international development, public policy, trade policy, or a similar field is preferred
  • Relevant work experience
  • Proven expertise in gender and social inclusion, including in gender-focused analysis, gender-smart investing, differential gender impacts of laws, policies and regulations, or similar framework
  • Extensive experience in trade, investment, BEE, and/or similar field
  • Demonstrated familiarity with relevant ecosystem actors including technical specialists in gender sector assessments, trade and investment transaction advisors, USAID and other donors
  • Experience designing and implementing GESI-related trainings and workshops related to trade and investment
  • Excellent written and verbal communication skills
  • Sound relationship and people management skills
  • Statistical and analytical acumen and the ability to interpret and analyze data for trends, performance gaps, and other relevant information
  • Sound problem solving and decision-making skills
  • Experience in sub-Saharan Africa and/or North Africa strongly preferred
  • Fluency in English required; familiarity with one or more other languages spoken on the African continent (French, Arabic, or Portuguese) would be desirable
