Descriptif du poste

Procurement:

  • Under the direct supervision of Deputy SC Coordinator, working closely with Kabul Procurement Manager, Procurement team, Logistics, Warehouse Asset and Fleet in providing immediate support and report to the line manager. Additionally, the RSCO will establish strong communication mechanism with other support and program departments in Kabul as well as in the fields to prioritize relevant activities and support the accomplishment ;
  • Collecting, organizing, and analysing data market information and data to enable effective procurement planning (Market Assessment) ;
  • Preparing and implementing procurement plans (PPs) as per IRC procurement Standard Operating Procedures (SOPs) ;
  • Monitor supply market and conduct market surveys & analysis to ensure value for money in procurement ;
  • Support the development of procurement specifications with the relevant program team ;
  • Process approved Purchase requisitions through the procurement software (Budget Verses Actual (BvA ensuring data accuracy ;
  • Providing Support to Initiate and process Request for quotations (RFQ) and Request for proposals (RFP) ;
  • To maintain consistent and strong coordination with other departments Program and finance to smoothen the required activities on timely manner :
  • To travel field offices to fill an immediate gap of Supply Chain and take over activities and complete the backlogs ;
  • To maintain regular call with field offices Field Coordinators, Fields Manager, Deputy Field Coordinators and Supply Chain team on procurement planning, spending plans and procurement activities prioritization.

Supplier and Support Management:

  • The role will lead supplier relationships and performance to ensure that Suppliers adhere to Service Level Agreements (SLAs), and that there is precise record keeping. This includes: –
  • Support Logistics Team in maintaining and updating suppliers’ files and documentation ;
  • Monitoring and documenting supplier performance date in vendor files and provide required information to compliance and SMT members when needed. ;
  • Maintain supplier performance score cards data in relevant files 
  • Support the Procurement Team in keeping accurate and update Procurement Follow Up Tool and share with all relevant departments end of each week.

Fields Support:

  • To maintain consistent field trips action plan by identifying which fields need an immediate support from Kabul and plan the trip with the line manager ;
  • To provide extensive support in cleaning up Supply Chain Backlogs in the fields ;
  • To support fields in fleet, warehouse, inventory, and asset management by providing regular orientation and guidance ;
  • To ensure fields supply chain maintain an accurate asset, inventory, warehouse, and vendor lists and share with Kabul monthly or quarterly basis.
  • To conduct a market assessment, sourcing new suppliers, vendors in the field sites

Kabul Fleet and Logistics Support:

  • To extend supports to the Fleet department on backlog activities when asked ;
  • To extend supports to the Kabul Logistics on backlogs activities when asked ;
  • To extend supports to the Kabul Technical Supply Chain in reviewing field procurement packages ;
  • To work with Logistics in maintain an updated and accurate master asset list ;
  • To regularly check BvA and flag to relevant departments aged PRs, PO and Payments and report to SMT on the progress.

Compliance and Ethics:

  • You will assist in identifying and analysing compliance risk in procurement processes and packages ensuring IRC and donor procurement procedures are complied.
  • Implementing due diligence for suppliers, this includes conducting reference checks, supplier visits etc.
  • Providing consistent and constructive support to other departments to ensure compliance with policies and procedures
  • Identifying and reporting procurement red flags across the procurement value chain to SC Co, Deputy SC, SMT and Compliance Unit
  • Implementing corrective action plans (CAPs) in response to internal and/or external audit queries
  • Conduct market random check on procurements
  • Maintain strong working relation with IRC Reginal Supply Chain and Quality Assurance Team.
  • Internal: Regular relationships with program and Operations team at all levels
  • External: Vendors and Services providers.


 

Profil

  • At least 3 to 5 years in a Program/Operations management position with significant supervision experience (experience with an international NGO in a similar position an advantage) ;
  • Minimum bachelor’s degree in business administration, Economy or similar fields and MBA degree is preferable ;
  • Extensive experience implementing programs in Afghanistan with a demonstrated knowledge of both humanitarian and post-conflict programming ;
  • Strong organizational skills, ability to coordinate and manage a diverse array of responsibilities: programs, operations, logistics, procurement, fleet, security, finance, etc ;
  • Demonstrated ability to handle sensitive situations diplomatically and possesses strong communication skills ;
  • Having functional/job-related knowledge of financial management ;
  • Familiarity of IRC and donors (US government, European, UN) policies and regulations and compliance with all set forth rules and regulations ;
  • Travel to other IRC field sites and province field project sites to provide support where needed ;
  • Knowledge of generic Supply Chain and procurement procedures and practices ;
  • Proven success as a procurement leader within supply chain including planning, procurement, fleet, and logistics ;
  • Good collaborator and influencer with effective interpersonal and analytical skills who work seamlessly across cultures, organizational units and suppliers.

 

Demonstrated Skills and Competencies:

  • Knowledge and experience in procurement plans, strategies, market analysis techniques, procurement and contracting ;
  • Good negotiation skills ;
  • Excellent skills in conducting market analysis and sourcing strategies ;
  • Able to work effectively in a highly matrixed structure ;
  • Good mathematical skills.
