Position Purpose:

Under the direct supervision of the Head of the Strategy and Coordination Unit and working closely with the rest of the OCHA team to facilitate effective coordination and strategic planning of the humanitarian response in Afghanistan.

Key Duties and Responsibilities:

Under the supervision of the Head of Unit, the incumbent performs the following:

  • Supporting key planning processes and operational coordination of assessments
  • Supporting priority reporting tasks
  • Supporting coordination meetings and processes

1.) Supporting key planning processes and operational coordination of assessments

  • Follow up on relevant humanitarian developments at national and sub-national levels.
  • Follow-up and clarification of issues with field colleagues on response gaps as required for communication with ICCT colleagues.
  • Act as the focal point for a range of clusters/thematic areas, attending meetings and reporting back on key issues.
  • Support on driving harmonized assessment tools and roll-out in the field
  • Undertake field monitoring missions.
  • Maintain flexibility to take on new response planning tasks as required.

2.) Supporting priority reporting tasks  

  • As required, liaise with relevant partners to exchange information to coordinate planning and delivery modalities.
  • Act as the donor reporting and funding proposal focal point requiring close collaboration with other units.
  • Draft and contribute to various reports and documents including the Country Office plan and report, quarterly SG reports, and other documents as required.
  • Draft the Kabul weekly report for the field offices.
  • Support translation of relevant documents.

3.) Supporting coordination efforts and processes

  • Support key SCU meetings and workshops on a range of coordination, policy and response topics.
  • Serve as the line ministry focal point for SCU.
  • Support field-level coordination mechanisms as needed in liaison with FCU.
  • Engage in Assessments (design of tools as well as partaking in assessments) and field monitoring activities.
  • Take high-quality ICCT and HCT meeting notes and maintain the strategic power of the pen.
  • Take on key ICCT agenda points as needed.
  • Maintain up-to-date contact and email lists for different groups in the response

Qualifications

Education:

Master’s Degree in International Studies, Political Science, Economics, Project Management, Business Administration, Finance, Public Administration, or a related field is required,

OR

A Bachelor’s degree in International Studies, Political Science, Economics, Project Management, Business Administration, Finance, Public Administration.

Experience:  

  • Minimum 2 years (with a master’s degree) or 4 years (with a bachelor’s degree) of relevant experience in humanitarian relief operations, crisis/emergency program management, communications, analysis and reporting or another related area with reputed national or international organization is required.
  • Experience managing coordination in disaster response or complex emergencies is desirable.
  • With at least 2 years’ experience in the United Nations or Non-Government Organization, is desirable.
  • Two years of work experience in a complex emergency in Afghanistan and elsewhere.
  • Experience in humanitarian Coordination or International Humanitarian Law with reputed national or international organizations is desired.

Language Requirements:

  • Fluency in oral and written English, Pashto, or Dari is required.
