Purpose of the Job:

The purpose of the WASH Coordinator position is technical development, strategic direction and quality assurance of NRC Afghanistan’s WASH activities and programme, as well as relevant staff mentoring and capacity development. WASH coordinator is expected to follow NRC’s routines and guidelines for project governance applicable for the particular project. The WASH Coordinator is responsible for the overall planning and coordination of the WASH projects across the area office.

Responsibilities:

Generic Responsibilities:

  • Line management for project staffs.
  • Adherence to NRC policies, guidance and procedures.
  • Contribute to the development of Country, Area level WASH strategies, initiate and participate in the development of relevant WASH projects.
  • Coordinate and manage WASH project implementation (activities, budget, coordination with relevant GOV departments and project documentation) in line with proposals, strategies and donor requirements.
  • Implement technical direction and ensure high technical quality of projects.
  • Provide regular progress reports to the Area Manager/APM and the WASH Specialist.
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist.
  • Develop and manage project budget (in cooperation with CCs) and coordinate across CCs.
  • Ensure capacity building of project staff and transfer key skills.
  • Liaise and collaborate with relevant local authorities and other key stakeholders.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific Responsibilities:

  • In close collaboration with the WASH specialist and Area Manager, expand, develop, coordinate, and manage NRC’s WASH projects in Area levels.
  • Prepare/develop narrative and budgets for proposals in conjunction with Finance and Administration Manager (FAM), Logistic Manager and WASH specialist.
  • Report monthly on all NRC WASH activities by donors.
  • Contribute to the development of NRC’s Country strategy, action plan and activities plan and priorities in the WASH/NFI sector.
  • Assess the areas of operation regarding construction in cooperation with national and local authorities and in close collaboration with the Area Managers.
  • Prepare/develop narrative and budgets for proposals of projects in conjunction with Area Manager and the WASH Specialist.
  • Contribute to the revised budgets as required.
  • Develop/ensure procedures for the implementation of the construction programme in accordance with NRC principles and ways of working.
  • Exchange on a regular basis idea /information with WASH specialist.
  • Document technical issues and questions, and channel to the WASH specialist  through the AMs.
  • Ensure that WASH related constructions are in accordance with norms and standards.
  • Ensure a constructive co-operation with NRC’s other programmes.
  • Communicate regularly with the NRC construction staff, offering support and advice as relevant and taking note of their experiences and suggestions.
  • Ensure a constructive co-operation with Area authorities.
  • Ensure a constructive co-operation with other international and National NGOs as well as the UN family, particularly in the Habitat / Construction sector.
  • Participate in relevant meetings.
  • Actively promote the rights of IDPs/returnees
  • Any other task relevant to the position as requested by the line manager.

  • Technical WASH expertise.
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile.
  • Fluency in English, both written and verbal.

Context/ Specific Skills, Knowledge, and Experience:

  • University degree in (civil engineering, water resource management, environmental engineering,)
  • Minimum 3 years of experience working with NGOs in a similar background in WASH fields.
  • Goal oriented and visionary.
  • Ability to work under pressure, independently and with limited supervision.
  • Ability and willingness to work and live under difficult circumstances.
  • Flexible, creative and sense of humour.
  • Knowledge of both local languages (Dari and Pashto), ability to travel to project location.
