DESCRIPTION :

The Information Management Specialist will set up information management and data collection systems to enable the DIWG to inform the overall humanitarian response and decision-making with tailored age and disability-disaggregated data. The Information Management Specialist will also provide overall information management support to the DIWG and DEC project, contributing to program development, planning, implementation and monitoring. The deployment will contribute to enhancing age and gender outcomes in the humanitarian response in Afghanistan.

The Information Management Specialist will perform the following functions:

Provide overall information management support to the DIWG and DEC project and any other duties assigned by the supervisor.
• Develop visualization, collection and quality assurance of primary data and information elements.
• Identify secondary data and information resources relevant to age, gender and disability in humanitarian action
• Liaise with DIWG members. Organisations of Persons with Disabilities(OPDs) and civil society to gather and share information on age, disability in humanitarian action
• Coordinate the processing and analysis of disaggregated data and present it in the format most useful for analysis (e.g. reports, maps) and lead on the compilation and provision of inputs into the HNO and HRP
• Assist in structured development and dissemination of DIWG information products and services raising awareness of the intersection of age and disability (e.g. reports, data and maps)
• Carry out regular information sharing and consultations with stakeholders, including DIWG members, OPDs, local civil society with experience and interest in working with older people and people with disabilities, and humanitarian actors at Kabul and field level
• Support capacity building and training activities of the DIWG with a focus on age and disability inclusion and building on earlier training experiences.
• Build tools for data collection and undertake field missions when emergencies or crises occur, to collect primary data on the specific needs of women and girls of all ages, with and without disabilities affected by crises, to inform the development of DIWG products.
• Develop and maintain information products highlighting the needs, response and gaps in age, disability inclusion in humanitarian action.
• Engage with DEC actors to compliment the DEC Quality and accountability Dashboard to share learning.

Support DIWG program development and planning
• Support management of available baseline information. Research and analyze national and provincial trends on age, disability in humanitarian action. Collect, analyze, verify and synthesize information to facilitate program development, design and preparation.
• Support preparation of technical reports and provide inputs for program preparation and documentation ensuring accuracy, timeliness and relevancy of information and results.
• Promote participation of older people and persons with disabilities to actively engage in sharing their experiences to better inform humanitarian actors.

Contribute to program management, monitoring and delivery of results
• Develop tools to facilitate data collection, monitoring and reporting on the progress of program implementation.
• Provide technical support to ensure that monitoring systems are in place and that key annual program indicators are tracked and analyzed
• In collaboration with M&E Section, compile monitoring and evaluation information/data, and make them available to the DIWG.
• Assist in the preparation of reports on good practices, challenges or any other analysis or data related to programme implementation and/or evaluation
• Provide inputs for programme/donor reporting.
• Provide infographic support for presenting results.

Provide support to program implementation.
• Undertake field visits and surveys and/or collect/share information with implementing partners to assess progress.
• Report on critical issues, bottlenecks and potential problems for timely action to achieve results.
• Provide technical and operational support to CSO partners and implementing partners on the improvement of data collection, and analysis.
• Support the development and analysis of needs assessment and monitoring programmes

SPECIFICS :

This position is based in Kabul where expatriates live in secure within compounds in houses equipped with safe rooms and armored doors. Social interaction with other members of the humanitarian community is allowed and expatriates visit other NGO compounds (subject to validation of the security situation by the security manager). In addition, HI has bases in Kunduz, Bamyan, Kandahar, Nimroz and Herat and expats are expected to travel to and work from field locations as and when required.

DESIRED PROFILE :

Education:
• Master’s degree or equivalent in disability and inclusion studies, social work, data management, international relations, international development, international law or other social science fields is required.

Experience:
• At least 5 years’ experience in information management, results-based management, planning, costing, management and results reporting/M&E/, humanitarian action, and related areas at the international level.
• Experience in data analysis, development of data collection tools and data bases

Language Requirements:
• Exceptional English verbal and writing skills.
