GENERAL PROCUREMENT NOTICE

 

  1. The African Union Development Agency (AUDA-NEPAD) has received a Grant from the African Development Bank to finance the African Agri-Business Engine (AABE) ;
  1. The principal objective of this project is to mobilize private sector investment around an integrated market structure in 5 East and Southern African countries: Kenya, Malawi, Mozambique, Rwanda and Tanzania. This will be achieved by building an integrated business pipeline model that generates and activates investments with bankable business plans in priority value chains on the continent ;
  1. The procurement of consultants under the project will be done in accordance with the African Development Bank’s Procurement Framework for Bank Group-funded Operations, October 2015 edition. The Quality and Cost Based Selection (QCBS) method of selection will be used for the acquisition of consulting services for the project. The selection of the client relationship management which objective is to establish a continental “client relationship” network with a minimum of 50 anchor companies will also be done through the Selection Based on the Consultants’ Qualifications (CQS). The procurement of goods and works will be done through the Bank’s rules and procedures for all project activities ;
  1. The project includes the following components :
  • Creation of Market Insights and Business Intelligence: AABE will prepare country level and value chain specific market insights and business intelligence through market assessments and value chain analysis that will generate dynamic business cases for anchor companies and agricultural SMEs in 5 priority countries across the regions ;
  • Business Development, Strategic Partnerships and Activation of Business/VC Platforms: Bolster business engine value chain platforms at national level through an iterative process by Grow Africa building self-sustaining pipelines of bankable business cases with a national and regional base of companies and agricultural SMEs investing in priority value chains ;
  • Creation of Client Relationship Management with 50 Anchor Companies: Establishment of a continental “client relationship” network with a minimum of 50 anchor companies that will be strategic partners and clients for the Bank and Grow Africa, and commit to “new generation” Letters of Intent with agriculture SMEs under Grow Africa. The anchor companies will form linkages with small to medium sized agribusinesses, including commercially oriented farmers cooperatives.
  1. Procurement of goods and/or works will be in accordance with the African Development Bank’s Procurement Framework for Bank Group-funded Operations, October 2015 edition.. Bidding documents are expected to be available in March 2021 ;
