REQUEST FOR EXPRESSION OF INTEREST

Preparation of a Bank knowledge product entitled “Just Transition in a Renewable Energy Rich Environment – the potential role of Green Hydrogen”

 

 

  1. The African Development Bank (AfDB) – Climate Change and Green Growth Department (PECG), PECG.1 Division hereby invites Consulting Firms to indicate their interest to undertake the assignment “Preparation of a Bank knowledge product entitled “Just Transition in a Renewable Energy Rich Environment – the potential role of Green Hydrogen” ;
  1. The main objectives of the study are review the status of Green Hydrogen development globally and in Africa and work with gender disaggregated stakeholders1 in three African Climate Investment Fund (CIF) Scaling Up Renewable Energy Program (SREP) renewable energy rich countries to develop case studies illustrating how a just transition to Green Hydrogen could contribute to long term strategies to achieve low carbon and climate resilient development. Moreover, the consulting company will draw on the experiences of other CIF-financed projects in the selected three countries, to look issues related to just transitions and provide relevant lessons learned ;
  1. Based on the case studies, and building on approved SREP IPs, and other relevant CIF projects, the consultant will prepare a framework or matrix, categorizing actions in a logical manner that can be referred to as, for example, a Framework for Just Transition to Low Carbon and Climate Resilient Development in Renewable Energy Rich Countries. Based on respective countries’ context analysis, the framework can include the CIF’s Just. Transition Initiative three critical dimensions: social inclusion, distributional impacts and intention2. The distributional impact shall consider analyzing gender-related distributional impacts of facilitating just energy transitions through the role of Green Hydrogen in Africa ;
  1. Interested eligible firms or associations of firms shall provide information on their qualifications and experience while demonstrating their ability to successfully provide the services (documentation, references for similar services, experience in similar assignments, availability of qualified staff, etc.) ;
  • To carefully set the baseline and analyze what are the barriers and how the transition will affect men and women disproportionally to recommend potential opportunities that women can benefit during a just transition and recommend how this transition can support women’s reskilling and increased representation in STEM education and employment fields, particularly in the RE sector ;
  1. The eligibility criteria, the establishment of a short list and the selection procedures shall be in conformity with the Presidential Directive No 02/2012 Link concerning the Procedures for Acquisition of Consulting Services funded by the Administrative or Capital Expenditure Budget of the Bank Group and its Implementation Manual which are available for consultation on AfDB’s website at afdb.org. Please note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Bank to include the firm in the shortlist ;
  1. The assignment is expected to last for a period of Eight months and the estimated starting date is 15th May 2021. Interested consultants can obtain further information at the e-mail addresses mentioned below during the Bank working hours ;
