CIF GENDER SPECIALIST

 

 

 

  1. The Climate Finance and Environment Division (PECG1) of the African Development Bank (AfDB) hereby invites Individual Consultants to indicate their interest in the following position: CIF Gender Specialist ;
  1. Under the leadership and guidance of the Climate Finance and Environment (PECG.1) manager and the Climate Investment Funds (CIF) coordinator, the Consultant’s core duties will include the following activities :

Support the CIF Coordination Unit, with the responsibilities, inter alia, to :

  • Raise awareness across the Bank and ensure the priority the Bank attaches to gender equality is understood and collectively shared across the departments ;
  • Support the Bank in mobilizing internal and external stakeholders to support the Bank’s gender equality initiatives and efforts in the climate change sector and in particular CIF operations ;
  • Support in coordinating the Bank’s participation in gender-related Energy and Climate Change activities internally and externally ;
  • Support the advantageous positioning and influence in Regional Member Countries (RMCs), policy reforms and other related networks with influence on women’s economic empowerment and participation in the AfDB’s engagement with financing for climate change adaptation and mitigation ;
  • Contribute to mainstreaming gender targets in country NDC implementation processes in RMCs ;
  • Provide support on routine assignments on climate change, and relevant gender-related technical inputs for the proposals/documents being prepared by the department as required ;
  • As necessary, undertake field visits and meetings with relevant stakeholders including government officials, development partners, and others, to document best practices ;
  • Support in developing mutually reinforcing partnerships within and outside the Bank as related to gender, energy and climate change ;
  • Conduct policy analysis and research ;
  • Engage with the gender department and with other gender colleagues as required ;
  • Engage with the communication specialist for outreach activity ;
  • Undertake any other tasks as assigned by the supervisor in PECG1.

  1. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake the Assignment (relevant documents, information on similar services undertaken in the past, relevant experience, etc.) ;
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s procedure for the acquisition of consulting services funded by the administrative budget of the Bank. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
  1. The position will be home based. The duration of services is 12 months to be renewed based on performance. The expected starting date is 19th May 2021.   1. A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.

TERMS OF REFERENCE FOR CONSULTANCY SERVICES

CIF Gender Specialist

 

  1. Background :

The African Development Bank (AfDB or the “Bank”) is a leading development institution on the continent, focused on promoting economic development and poverty reduction. It engages with the full range and complexity of development challenges in Africa. The Bank has integrated operations, lending directly from the public and private sectors through a variety of instruments.

The Climate Change and Green Growth Department assists Country Programs / Departments to manage the Bank Group’s energy operations in Regional Member Countries (RMCs). Climate change and environmental issues are addressed by incorporating them into the Bank Group supported operations and giving them the visibility required. PECG includes one division is responsible for climate finance PECG.1. Through PECG.1, the PECG department will identify, design and implement environment and climate change adaptation and mitigation programs and projects. These will either be stand alone or as components of other Bank Group support operations, in particular infrastructure.

The AfDB Climate Investment Fund (CIF) Coordination Unit, housed at PECG.1, coordinates all work related to the CIFs. The CIFs are a pair of funds to help developing countries pilot low-emissions and climate-resilient development. The two funds under the CIFs are:

  • The Clean Technology Fund (CTF). The CTF promotes scaled-up financing for demonstration, deployment and transfer of low-carbon technologies with significant potential for long-term greenhouse gas emissions savings. The AfDB is channelling CTF financing to Africa’s Energy and Transport sector by focusing on renewables energies and energy efficiency projects and/or programs ;
  • The Strategic Climate Fund (SCF). The SCF serves as an overarching framework to support three targeted programs with dedicated funding to pilot new approaches with potential for scaled-up, transformational action aimed at a specific climate change challenge or sectoral response. The SCF finances three programs, namely, the Forest Investment Program (FIP), the Pilot Program on Climate Resilience (PPCR) and the Scaling-up Renewable Energy Program in Low Income Countries (SREP) ;
  • The SREP is aimed at demonstrating the social, economic, and environmental viability of low carbon development pathways in the energy sector. It seeks to create new economic opportunities and increase energy access through the production and use of renewable energy ;
  • The FIP aims to support developing countries’ efforts to reduce emissions from deforestation and forest degradation by providing scaled-up financing for readiness reforms and public and private investments. It will finance programmatic efforts to address the underlying causes of deforestation and forest degradation and to overcome barriers that have hindered past efforts to do so ;
  • The PPCR objective is to pilot and demonstrate ways to integrate climate risk and resilience into core development planning, while complementing other ongoing activities.
  1. Duties and Responsibilities :

The Gender Specialist will work under the general supervision and guidance of the Manager, PECG.1 and the CIF Coordinator.

His/her specific duties and responsibilities will include :

  1. Deliverables :

The following deliverables are expected from the Consultant :

  1. Undertake gender mainstreaming activities across a pipeline of projects ;
  2. Make recommendations on the structuring of gender activities across a pipeline of projects ;
  3. Develop and implement gender reviews across projects and portfolio ;
  4. Contribute to position and working papers, advocacy materials, blogs, presentations, briefs and any other that generate knowledge and fill knowledge gaps in regard to climate change initiatives related to Gender ;
  5. Effective support to implementation of gender-specific CIF projects and/or initiatives ;
  6. Monitoring and supervision of gender activities.

 

  1. Duration and Location :

This is a twelve (12) months consultancy, beginning tentatively on 19th May 2021, with possibility of renewal. The Consultancy will be located in Abidjan, Côte d’Ivoire. Field missions might occasionally be required.

 

  1. Costs :

The consultant will receive a monthly lump sum. No additional benefits or per diems will be paid and the consultant will be expected to cover the costs of his/ her own health insurance and accommodation. The Bank will cover full costs of any required missions and provide per-diem in accordance with our travel policy.

 

  1. Accountabilities :

The consultant will formally report to the AfDB’s CIF Coordinator and the PECG1 Manager.
