The Government of Angola (GoA) has received financing from the African Development Bank (AfDB) toward the cost of the Institutional Capacity Building for Private Sector Development Project (ICBPSD) and intends to apply part of the agreed amount for this loan to payments under the contract for the Development of an Accounting and Financial Management Manual, provision of Training to MSMEs and provision of Accounting and Financial Support Services.

The services included under this Project are: (i) Develop an accounting and financial management Manual for MSMEs and a Plan to disseminate the use of basic accounting; (ii) provide training of 50,000 MSMEs Officers on Basic, Cost, and Fiscal Accounting; and (iii) provide support to the establishment of an Accounting, Financial Management Support Service, Operations Manual for INAPEM, and Training of its MSMEs Support staff, on how effectively and efficiently to support MSMEs and cooperatives to comply with the Angolan fiscal authorities´ rules and procedures of preparation and submission of annual accounting and financial reports. INAPEM is the public service institution tasked with the development of Micro, Small and Medium-sized Enterprise (MSME) sector and cooperatives in Angola.

The Ministry of Economy and Planning now invites eligible consulting firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” dated May 2008 and revised in July 2012, which is available on the Bank’s website at http://www.afdb.org.
