  1. The African Development Bank hereby invites consulting firms to indicate their interest for the implementation of specific activities under African Climate Technology and Finance Center and Network (ACTFCN), specifically : “Feasibility Study – Programme for Integrated Development and Adaptation to Climate Change in the Zambezi Watercourse, PIDACC Zambezi” ; 
  1. This project is part of a GEF initiative to establish regional climate technology and finance centers with the regional multilateral development banks. It is financed by set aside funds from the GEF Trust Fund (GEFTF) and the Special Climate Change Fund (SCCF). The objective of ACTFCN is to support Sub-Saharan African (SSA) member countries in scaling-up the deployment of low-carbon and climate resilient technologies for climate change mitigation and adaptation. The project has three components: (1) enhancing knowledge and networking; (2) enabling the scaling-up of technology transfer through policy, institutional and organizational reforms; and (3) integrating climate change technologies into investment programs and projects ;
  1. The objective of the assignment is to support the basis in refining and confirming viability of the proposed Investment Programme. This will be done in line with the overall PIDACC Zambezi objective which is aligned to that of the Zambezi Strategic Plan (ZSP: 2018 – 2040). The Feasibility Study will build on the results of the pre-Feasibility Study to be conducted separately, and other available studies. The overall objective of this Study is to carry out a technical, financial, economic viability and environmental and social sustainability, and recommendations on project suitability and outlook ; 
  1. The Feasibility Study’s activities are spread over a period of 6 (six) months and are broken down into two distinct but interrelated phases : 
  • Phase 1: Carrying out technical, social, environmental and economic studies of the PIDACC Zambezi in each Zambezi Riparian State (Angola, Botswana, Malawi, Mozambique, Namibia, Tanzania, Zambia and Zimbabwe) and producing a regional summary based on the preparation report of the Programme; and
  • Phase 2: Developing a Multi-national Investment Programme Full Proposal, a GEF Full Size Project Proposal and CEO Endorsement Letter that is informed by the findings of the above phase, and the development of the Green Climate Fund (GCF) full Project Proposal.
  1. The Climate Change and Green Growth Department invites Consulting Firms to indicate their interest in providing the above-described services. Interested eligible Consulting Firms or associations of Consulting Firms shall provide information on their qualifications and experience demonstrating their ability to provide the services (documentation, references for similar services, experience in comparable assignments, availability of qualified staff, etc.). Please note that the inclusion of local consulting expertise in proposals is highly desirable.

  • Expression of Interest detailing strengths, expertise, approach/strategy on how the Consulting Firm will conduct the assignment, and any other relevant information ;
  • Experience in similar Assignments ;
  • Updated Curriculum Vitae (CV) of Key Regional and Country Team Members (Regional Team: Team leader, Rural Infrastructure Specialist, Agriculture Economist, Climate and Water Resources Management Expert, Biodiversity and Land Management/Environmental Expert), and 2. Riparian State Team (Country Team Leader, Rural infrastructure Engineer, Natural Resources Expert, Socio-economic and Gender Expert, and GIS Expert)

5) Any additional relevant document/section.

We suggest the firms to keep the submission below 25 pages.
