TARIFF ASSESSMENT, AFFORDABILITY ANALYSIS AND WILLINGNESS TO PAY – RETENDER

  1. The Government of the Republic of Malawi has received financing from the African Development Fund and the OPEC Fund for International Development (OFID) toward the cost of the Nkhatabay Town Water Supply and Sanitation Project and intends to apply part of the proceeds for this financing to payments under the contract for Tariff Assessment, Affordability Analysis and Willingness to Pay. Disbursement, in respect of this contract, will be subject to the contract becoming effective ;
  1. The Consultant will among other activities :
  • Review relevant literature and studies, existing NRWB tariff and tariff for other water boards in Malawi, policies etc. ;
  • Collect data related to affordability analysis, willingness to pay and tariff for potable water supply ;
  • Carry out an analysis of the collected data including socio-economic data that will help in the development of a tariff formulation framework and a tariff structure ;
  • Develop a tariff formulation framework which should include a tariff structure which is affordable and sustainable to ensure full cost recovery ;
  • Undertake stakeholder engagement for acceptability of the proposed framework ;
  • Carry out an orientation workshop for NRWB staff who will regularly use the tariff formulation framework and a tariff structure.
  1. The indicative required key effort for the assignment is 4 staff- months. The completion period for the assignment within 5 months ;
  1. The Northern Region Water Board now invites eligible interested consultants to express their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc) ;
  1. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Fund’s “Procurement Policy for Bank Group-Funded Operations, dated October 2015, which is available on the Fund’s website at http://www.afdb.org ;
