The Government of Namibia (GRN) through the Ministry of Agriculture, Water and Land Reform (MAWLR) has received a loan from the African Development Bank (AfDB) towards the cost of the Namibia Agricultural Mechanization and Seed Improvement Project (NAMSIP), and intends to apply part of the agreed amount of this loan for payments under the contract for Consultancy Services for the Project Mid Term Review (MTR).

The services included are to: (i) evaluate the extent to which Project implementation conforms with Project objectives, description and results expected at appraisal; (ii) identify major constraints impeding Project implementation (economic, financial, environmental and institutional constraints); assess physical and financial implementation progress including calculation of the financial and economic rates of return; and (iv) assess Project achievements and interim impact, cost-effectiveness and performance for each sub-component, efficiency and effectiveness of Project Implementation Partners including service providers. The Consulting Firm shall carry out this assignment within a maximum period of three (3) calendar months after signing the contract. The Consulting Firm is also expected to formulate recommendations which can be used to mitigate constraints or reformulation of the Project with a view to improve implementation in order to attain the intended Project outputs, outcomes and impacts.

The MTR consultation will follow an inclusive, collaborative and participatory approach which include interviews with stakeholders who are directly involved in the Project implementation. In this regard, the Consulting Firm shall visit selected Project sites in the Regions in order to appreciate the physical conditions and engage with Regional Staff, and key stakeholders including direct beneficiaries.

The Expression of Interest (EOI) should include the modalities and strategy on how the Consulting Firm will conduct the assignment. It is envisaged that the Consulting Firm shall provide a multi-disciplinary team of key experts/specialists comprising of an Agricultural Economist with MSc in Economics or Agricultural Economics/Rural development/Project Planning and Management as the Team Leader; and other Professional Staff including a local Agricultural Economist with MSc in Economics or Agricultural Economics/Rural development; Agronomist/Crop/ Seed specialist with MSc in Crop Science/Agronomy, or related field; Youth Development and/or Gender Specialist with a Degree in Gender mainstreaming or related field; Agricultural Commodity/Marketing Specialist with MSc in Economics or Agricultural Trade/Marketing, or related field; Financial Management Specialist/Credit with a MSc in Accountancy or Financial Management or related field as well as a Human Resource Development/Management Specialist with MSc in Human Resources Development, or related field. It should be noted that this is an indicative list of key personnel which can be amended depending on the Firm’s human resource planning and implementation strategy.

The Government of Namibia through the Ministry of Agriculture, Water and Land Reform (MAWLR) now invites eligible Consulting Firms to express their interest in providing this service. Interested Consulting Firms must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

Eligibility criteria, short-listing and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Framework for Bank Group Funded Operations, dated August 2020”, which is available on the Bank’s website at http://www.afdb.org.
