RECRUITMENT OF A CONSULTING FIRM TO CARRY OUT A FEASIBILITY STUDY TO SET-UP A VENTURE CAPITAL FUND IN ANGOLA

The Government of Angola (GoA) has received a loan from the African Development Bank (AfDB) towards the cost of the Institutional Capacity Building for Private Sector Development Project (ICBPSD) and intends to apply part of the agreed amount for this loan to payments under the contract for the recruitment of a consulting firm to carry out a FEASIBILITY STUDY TO SET- UP A VENTURE CAPITAL FUND IN ANGOLA.

The objectives of the Study are (i) Conduct industry and market research for best practice and success stories of venture capital fund set-up and management in similar contexts to Angola and that are in line with the Government of Angola’s investment strategy and mandate for the ICT sector development; (ii) VC fund market scoping, including scoping of investment opportunities, potential investors in the fund, market intelligence gathering from existing market players, including potential investments partners, both individual and institutional; (iii) Assessment of the legal, regulatory and tax framework for a functional Venture Capital Fund in the country with framework-enhancing policy recommendations; (iv) Assessment of the economic and financial feasibility of a VCF oriented towards the MSMEs and start-ups operating in the ICT sector in Angola; (v) Development of a VC fund concept including recommendations on objectives, scope, legal and financial structure, investment parameters, portfolio strategy, etc.; (vi) Development of VC fund implementation action plan with concrete milestones; (vii) Development of VC fund staffing plan with development of criteria/TOR for key positions including independent fund manager to run the fund; and any other tasks required to undertake the Feasibility Study.

The Ministry of Economy and Planning now invites eligible consulting firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” dated May 2008 and revised in July 2012, which is available on the Bank’s website at http://www.afdb.org.
