The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. IRC has been working in Ethiopia since 1999 and is implementing integrated, community-managed programs aimed at improving the quality of lives and recover of livelihood of disaster-affected population’s through promoting individual participation, strengthening institutions and emergency response.

 

Job Overview :

The Supply Chain Officer is responsible for procurement planning and processing, procurement documentation and procurement reporting, fleet management, BvA online system management, rapidly process procurement requests, transport management, and providing technical support for IRC Adama field office. Supply Chain Officer will be based at Adama field office and directly reports to Supply Chain Manager and works closely with program and operation team in Adama field office and Addis technical unit.

 

Key Responsibilities :

  • The implementation and maintenance of standard IRC procurement policies and procedures ;
  • Ensuring that procurement is carried out in accordance to IRC and donor-specific polices ;
  • Ensuring integrated internal controls, timely payment of vendors and full documentation ;
  • Ensuring that a transparent and responsive procurement process is implemented and maintained ;
  • Routine communication, coordination and planning with the relevant requesting staff / programs regarding the order and delivery of supplies ;
  • Ensuring that all Supplies, services and equipment required are delivered in time ;
  • Establishment and maintenance of ethical, professional working relationships with suppliers  ;
  • Maintain supplier information for regularly purchased items, and be informed of current local market conditions ;
  • Maintain comprehensive price list for goods, services and equipment ;
  • Attend all the procurement committee meetings ;
  • Support and provide the appropriate trainings for procurement and program staff as required ;
  • Serve as focal person for all transport and manage all vehicle related issues ;
  • Implement and direct IRC standard Vehicle policies and procedures, with particular attention to safety and security issues ;
  • Work with the Supply Chain Manager to ensure that vehicles are prepared for routine and emergency security requirements ;
  • Supervise, monitor, and conduct job performance reviews for drivers ;
  • Provide on-time, standard monthly reports to the Supply Chain Manager ;
  • Advise the Supply Chain Manager of procurement-specific issues or improvements ;
  • Ensures that all staff under his/her supervision has set performance objective and ;
  • received performance feedbacks on a regular basis ;
  • Perform any other duties or tasked delegated by Supply Chain Manager.

Profil :

Job Requirements :

  • MA/BA Degree/Diploma in Supply Chain Management, Logistics Management, Business Management, or Supplies Management ;
  • Minimum work experience of 1 year for MA Degree holders, 2 years for BA Degree holders & 5 years for Diploma holders ;
  • One-year experience in a supervisory position ;
  • Good communication skill & command in Afaan Oromo, English & Amharic language is a requirement ;
  • Knowledge of general procurement & transport procedures and practices ;
  • Familiarity with major donor and local regulations and laws ;
  • Competent use of PC especially spreadsheets with good mathematical skills.
