Position Description :

This position is for the MOMENTUM Integrated Health Resilience Project (MIHR) in Mali, implemented by JSI Research & Training Institute, Inc. with IMA World Health, GOAL USA Fund, Pathfinder International, and CARE. MIHR works to strengthen the capacity and resilience of both community and health systems in focus countries to enable them plan and implement health strategies that reach target populations while addressing the underlying determinants of poor health and the impacts of fragility. In Northern Mali, MIHR will work in the regions of Gao and Timbuktu to improve the availability, quality, and utilization of an essential package of FP/RH/MNCAH services; improve the governance and accountability of health systems; and increase the adoption of healthy behaviors and demand for health services, with the goal of a more resilient health system that supports improved health outcomes.

The Chief of Party (COP), based in Bamako, Mali, will provide overall technical leadership and operational oversight for the USAID-funded MIHR project. S/he will serve as the primary liaison with USAID/Mali, MIHR partners in Mali, and the MIHR headquarters based in DC (HQ), as well as relevant project stakeholders to foster collaborative working relationships. The COP will ensure the project’s goals, objectives, and strategy are achieved and that contractual requirements are met on time and within budget.

The COP is responsible for directing the project team with an integrated vision, applying effective leadership and strategic planning skills, management experience, outstanding interpersonal skills, and strong written and oral communication skills. The COP is also responsible for ensuring compliance with JSI policies and procedures and United States Government (USG) rules and regulations. S/he will also ensure sub-awardee compliance and monitor the quality of program implementation.

 

Responsibilities :

  • Provide overall management, strategic direction, and technical leadership to the project to achieve expected project results within budget and timeframe ;
  • Serve as principal liaison to the USG and Malian Government and ensure a high level of coordination; nurture relationships with all key stakeholders, including partner organizations/at national and county level, on administrative, financial, and programmatic matters related to the project ;
  • Liaise with USG partners, other donors, implementing partners and stakeholders to ensure coordination of and harmonization with other FP/RH/MNCH, nutrition, and resilience activities in Mali ;
  • Oversee the project teams (technical, financial, and operational staff) to ensure program deliverables, tasks, and responsibilities are completed; staff management includes hiring, supervising, and mentoring project staff ;
  • Oversee project deliverables, including ensuring high-quality report preparation and timely submission ;
  • Ensure adherence and updates to, and maintenance of, security guidelines and procedures ;
  • Lead preparation of annual work plans, project activity updates, and other project- related communication and reporting materials ;
  • Represent the MIHR project in all technical, policy, and programmatic fora at all levels (regional, national, and international) ;
  • Ensure programming compliance with USAID rules and regulations.

 

 

Qualifications :

Education : Advanced degree in a related field is required (MPH, MD, etc.).

Experience :

  • At least 10-12 years of senior-level management experience working on USAID-funded projects ;
  • Prior experience as a COP or Deputy COP is required ;
  • Experience collaborating and coordinating with local and national host government agencies, and aligning program activities and results with national strategies ;
  • Demonstrated experience in developing and maintaining strong relationships with government agencies, international donors, UN agencies, civil society, humanitarian actors, and implementing partners ;
  • Malian national preferred.

Knowledge/skills :

  • Technical expertise in FP, RH, and/or MNCH ;
  • Demonstrated leadership qualities, including technical, management, and evaluation expertise for complex programs in resource-constrained countries ;
  • Proven ability to develop and communicate a common vision among diverse public and private partners and the ability to lead multi-disciplinary teams ;
  • Strong staff supervision skills and demonstrated ability to coordinate programs with partners from a broad range of backgrounds and experiences ;
  • Deep knowledge of the political, social, and economic context of Mali ;
  • Knowledge of USG rules and regulations ;
  • Excellent planning and prioritization skills as well as creative problem-solving and analytical skills ;
  • Strong interpersonal, writing, and oral presentation skills ;
  • Must be comfortable in a high-level representational role ;
  • Fluency in English (oral) and professional proficiency reading and writing required.
