TERMS OF REFERENCE FOR THE RECRUITMENT OF A WATER RESOURCE MANAGEMENT EXPERT (INDIVIDUAL CONSULTANT)

BACKGROUND :

The African Development Bank (AfDB) is the premier multi-lateral development finance institution fostering economic growth and social progress in Africa. The AfDB’s overarching goal is to reduce poverty, improve living standards by mobilizing resources in and outside Africa, and provide financial and technical assistance for development projects and programs in Africa. The Water Development and Sanitation Department (AHWS) is part of the Agriculture, Human and Social Development Department Complex (AHVP). The AHWS Department is responsible for the coordination of the Bank’s water development and sanitation-related activities to enhance synergies and contribute to achievement of all High 5s (Feed Africa, Industrialize Africa, water-related Power and Light Africa, Integrate Africa, and Improve the Quality of Life). Through its two Divisions: Water Coordination and Partnerships (AHWS.1), and Water Security and Sanitation (AHWS.2), and the African Water Facility (AWF), the Department supports regional hubs in the development and promotion of new knowledge, approaches and tools for green and inclusive water resources development and management, and for improved sanitation. In so doing, the Department leads the scaling-up of the Bank’s contribution to Africa’s efforts to attain water security and sanitation for sustainable socio-economic transformation. In order to contribute to the objectives of the department, AHWS.1 plans to recruit a Water Resources Management (WRM) Consultant to support the implementation of selected activities in its Work Program (WP).

OBJECTIVES AND SCOPE OF THE WORK :

The objectives of this assignment are to support AHWS.1 to :

  • Elaborate the systematic implementation and application of the internal cross-sector Coordination Framework/Mechanism and collaboration arrangements for water related interventions within the Bank’s programs and operations ;
  • Formalize existing partnerships and develop new strategic partnership activities based on the rules and procedures of the Bank in the partnerships domain and on the specific arrangements elaborated by the AHWS ;
  • Establish modalities for greater engagement and coordination with Regional Economic Communities (RECs) and in the implementation of the Bank President’s instructions regarding the Lake Chad Basin ;
  • Undertake any other assignments as may be requested.

The consultant will report to the Division Manager, AHWS.1. Under his direct supervision and guidance, the consultant shall execute the following duties :

Task 1: Support the elaboration and systematic implementation of the internal cross-sector Coordination Framework/Mechanism for water related interventions within the Bank’s programs and operations (tentatively called the Policy on Water Cross-sector Coordination Committee – or PoWCCC) :

  1. Provide technical support to the consultation and approval process, as well as the implementation of the road map for operationalization of the procedures for the PoWCCC ;
  2. Provide technical support, including supporting the Division’s role as Secretariat, to the operationalization of procedures for a fully functional PoWCCC.

Task 2: Optimising Strategic partnership activities: support the Division to formalize and/or deepen existing partnerships and develop new strategic partnership activities based on the rules and procedures of the Bank in partnership domain and on the specific arrangements elaborated by the Water Department in this matter Under this task, the Consultant will undertake the following activities :

  1. Provide technical support to the approval process for the draft guiding framework for developing and managing partnerships on water security/water related operations ;
  2. Develop a roadmap for optimising existing partnerships prioritised by the Division (in line with the guiding framework for developing and managing partnerships on water security) and provide technical support and rapporteur services to the implementation of the roadmap.

Task 3: Support the Division in its initiatives to establish modalities for greater engagement and coordination with Regional Economic Communities (RECs) and in the implementation of the Bank President’s Instructions regarding the Lake Chad Basin

Regional Economic Communities (RECs) are organisations that group together countries within geographical sub-regions for the purpose of achieving greater economic integration. RECs have a responsibility of seeking the full participation of regional stakeholders in the planning, development and implementation of regional programmes in various areas of economic development and regional natural resources management. Water is a critical factor to the integrated and cooperative socioeconomic development of RECs. Under this task, the Consultant will :

  1. Support the identification of areas of collaboration with the RECs, knowledge institutes and influencing networks (for multi-sectoral research and analysis) – joint projects/Joint events/ joint knowledge / joint training / Advocacy / Visibility etc.  ;
  2. Support the Division to plan and organise meetings to identify opportunities for synergies and collaboration with the RECS on WRMD (Water Resources Management and Development) ;
  3. Support the Bank’s engagement in strategic platforms at RECs level in the water sector: identify mechanisms for the Bank’s engagement in water development and sanitation fora and events of regional/global significance at the RECs level, and support the implementation of the Bank’s policies and strategies such as Regional Integration Strategy Papers (RISPs), Bank Group’s Policy on Water etc., through these fora ;
  4. Provide technical support to the cooperation with the Lake Chad Basin Commission (LCBC) to implement the Bank President’s Instructions regarding the Lake Chad Basin, specifically on the issue related to the establishment of a trust fund.

Task 4: Undertake any other assignments as may be requested.

KEY DELIVERABLES :

The Consultant is expected to produce the following outputs :

  1. Systematic implementation and application of the Bank’s coordination and collaboration arrangements for water related interventions within the Bank’s programs and operations :
  2. Monthly reports on the implementation of the roadmap for the operationalization of internal coordination and collaboration procedures for water related interventions ;
  3. Monthly reports on the application of the internal coordination mechanism for water related operations.

Optimising strategic partnerships :

  • Roadmap for optimising existing partnerships ;
  • Monthly report on the activities as per outline above.

Initiatives to establish modalities for greater engagement and coordination with Regional Economic Communities (RECs) and in the implementation of the Bank’s President Instructions regarding the Lake Chad Basin : 

  1. Monthly reports on the activities as per outline above ;
  2. Reports produced on the partnership with the LCBC.

Ad-hoc assignments as may be requested : Deliverables requested under any other assignments.

QUALIFICATION & EXPERIENCE :

The Department seeks a highly motivated expert with outstanding credentials and a strong record of professional accomplishment. Key qualifications include the following :

  1. At least a Master’s or equivalent degree in Water Resources Management or similar / or in governance and/or management, strategy, knowledge management, Civil Engineering, Water Supply, Sanitation Engineering, Environmental Engineering or related disciplines ;
  2. A minimum of 10 years of relevant professional experience, with at least five (5) years focusing on integrated water resources management or related field ;
  3. Broad experience in analysis of development policies ;
  4. Professional experience working with international development institutions and/or international development cooperation ;
  5. Computer proficiency with competency in the use of standard software (word, excel, power-point) and internet including online meeting and teleconferencing tools ;
  6. Fluency in English or French, knowledge of other languages is an asset ;
  7. Ability to work in a fast-paced environment and produce quality work in a short time, within deadlines and under pressure.

DURATION AND LOCATION OF THE ASSIGNMENT :

The Consultant will commence the assignment in January 2021. The assignment is expected to last for a period of five (5) calendar months. The assignment will take place at the Bank’s headquarters in Abidjan, requires full-time presence in the Bank’s offices and may require occasional mission travel once the restrictions related to COVID-19 are relaxed.

REMUNERATION :

The Consultant will receive a monthly all-inclusive fee to be negotiated upon contract signature, and in compliance with the Bank’s established remuneration scale, considering requisite qualifications and experience. No additional benefits or per diems will be paid while in Abidjan. The Bank will cover full costs of any required missions and provide per-diem in accordance with rules governing consultant mission travel. The Bank will provide a return economy class air-ticket from the Consultant’s country of residence to Côte d’Ivoire and facilitate his/her visa application. The Consultant is responsible for his/her own health insurance and accommodation costs.
