Governance Global Practice (GP) Context :

The consultant will be under the supervision of the GOV Practice Manager for the EAEG2 Unit (Angola, Botswana, Burundi, Comoros, Democratic Republic of Congo, Eswatini, Lesotho, Madagascar, Mauritius, Mozambique, Namibia, Sao Tome and Principe, Seychelles, South Africa) and will contribute to the implementation and development of the EAEG2 Unit’s lending and analytical program in Southern Africa. You will work in coordination with other EAEG2 team members based in Washington DC and in other country offices, as well as with colleagues from other Global Practices, with a primary focus on the Republic of South Africa.

 

Mozambique context :

Mozambique has made significant progress of over the last decade, partly driven by economic growth due to the significant off-shore natural gas discoveries and subsequent inflows of capital and in investments infrastructure.

Nevertheless, the country remains categorized as a FCV country due to two major challenges to its security and stability. The main conflict, arising from before its independence from Portugal is the conflict between the main factions in the country, FRELIMO as the grouping fighting for and finally achieving independence and RENAMO, as its long time opponent, initially supported by those who opposed independence, and now representing the main opposition to the one party system imposed by FRELIMO after independence.

While the civil war between these two groups ended with a peace agreement in [2010], the underlying causes for the conflict have continued to fester and have again burst out in heightened violence and disturbances after the elections in October 2019. While the conflict has been somewhat pushed under the radar by the Covid 19 Pandemic, the tension and possibility for renewed conflict remains real.

The escalating conflict in the northern province of Cabo Delgado is a major threat to peace and stability in Mozambique. The fact that Cabo Delgado is at the heart of the off-shore gas fields has heightened the impact and threat of this insurgency.

Together with other development partners, the World Bank is committed to support Mozambique in dealing with these threats, as well as other major impediments to growth and stability, such as a debt crisis and the long term impact of hurricane.

 

Background  :

Strengthening Public Financial Management (PFM) is a key element of the GOM’s strategy for strengthening governance, optimizing outputs from public resources and for ensuring inclusive and broad‐based development. There has also been an increasing interest in recent years on the part of non‐ state actors, civil society organizations and development partners in strengthening public financial management, with the goal of improving use of public resources and obtaining value for money. The GoM has been working closely with Development Partners (DPs) in the design and implementation of PFM reform initiatives at the country and sector level. In response to the GoM’s and DP’s call for a coordinated approach to address PFM challenges, DP’s under the leadership of the World Bank have set up a Multi‐Donor Trust Fund (MDTF) that pools together resources to provide support for strengthening PFM systems, increasing accountability in public expenditure and financial management, and addressing fiduciary and governance weaknesses in the utilization of public resources.

The World Bank is managing the Multi Donor Trust Fund (MDTF) for Public Financial Management. The MDTF supports initiatives are enabling the government to strengthen PFM systems and processes in the following areas: Domestic Revenue Management; Improved Expenditure Management and Control; and Fiscal Decentralization. The MDTF will also support Bank-executed activities involving: Technical Assistance, capacity building, analytical works and knowledge management; Demand Driven Fund; and Project Management

The World Bank now seeks to hire a Public Sector Specialist to support the operationalization of the Mozambique PREFER MDTF and to enhance the engagement of WBG support for public financial management reforms in Mozambique. This will require an experienced and well-organized individual with strong coordination and communication skills to help manage a range of activities financed by the MDTF, ensuring their strategic alignment with the Government’s agenda as supported by the World Bank and MDTF partners. The successful person should have prior experience with the World Bank Group and be familiar with its operational systems and processes. Experience with the World Bank on the MDTF and with the Government of Mozambique (GOM)on public financial management reforms will be an added advantage. The Public Sector Specialist will be located in the Governance Global Practice in the World Bank’s office in Maputo, and will report to the Program Manager of the PREFER MDTF within the Governance Unit.

This Terms of Reference (ToR) describes the tasks and responsibilities relating to the proposed consulting assignment.

Duties and Accountabilities :

The Public Sector Specialist will support the implementation of the MDTF and focus on related activities that support the implementation of public financial management reforms financed by the World Bank.

The Specialist will :

  • Support the Program manager in administering and managing the MDTF, particularly in developing mechanisms and procedures to select and implement activities to be funded by the MDTF, including RETF funded activities ;
  • Provide additional support to the Program Manager of the MDTF with program management tasks, including financial reporting, monitoring of activities funded by the MDTF, generating progress reports and preparing the annual work plan ;
  • Liaise and manage relationships with the Donor partners and organize partner coordination meetings and communications as required in the relevant agreements ;
  • Provide analytical input and advice to Bank operational teams on issues pertaining to PFM, ensuring alignment with MDTF activities and exploring synergies whenever pertinent ;
  • Conduct analytical/research work relevant to the MDTF as may be required by the Program Manager/Practice Manager ;
  • Contribute to knowledge management and dissemination for the MDTF in close collaboration with colleagues and experts across the Global Practices, the CMU and other development partners ;
  • Provide technical inputs to Advisory Services and Analytics, and other relevant technical reports to advance the objective of supporting the strengthening of PFM in Mozambique (e.g. analysis, findings, and policy recommendations), and contribute to knowledge management and dissemination ;
  • Contribute to corporate support and administrative functions as required that are related to the MDTF, such as preparing reports on its implementation progress ;
  • Support Coordination with the Government, Country Management Unit and World Bank task teams on MDTF related matters (including coordination with Legal and TACT teams regarding MDTF) ;
  • Support the Program Manager in any other work related to the MDTF.

 

Selection Criteria :

  • Knowledge of and Experience in public financial management reforms. Influences the design and execution of major policy and/or research initiatives in public financial management; conceives and promotes innovations in development policies, organization and management to improve outcomes ;
  • Governance and Public Sector Knowledge and Experience. Has a track record of managing and delivering high quality governance and/or public sector technical advice or reports, lending or trust-funded operations, or equivalent assignments while serving in or out of government ;
  • Policy Dialogue Skills. Has a track record of conducting effective policy dialogue with country counterparts (both state and non-state actors), and confidently articulates difficult issues and positions to senior Bank management and government officials ;
  • Integrative Skills. Possesses in-depth understanding of Bank resources for governance strengthening including inclusive and participatory governance ;
  • Deliver Results for Clients. Acts as a trusted, strategic advisor, partnering with clients to deliver results ;
  • Collaborate Within Teams and Across Boundaries. Demonstrates teamwork and leads collaboration across WBG and with partners drawing on robust professional networks.

 

Other selection criteria :

  • Advanced or professional degree (Master’s or equivalent) in Public Policy, Public Administration or Law, Social and/or Political Science or other fields relevant to governance reform ;
  • Minimum five years of relevant experience working on public sector and governance reforms, particularly in state-citizen relations, ideally with experience working on two or more of the following: Domestic Revenue Management; Fiscal transparency and open data; Participatory public financial management; Multi-stakeholder engagement and citizen/stakeholder oversight; Accountability institutions; Governance in the sectors; The enabling environment for citizen engagement; Right to information; and Inclusive governance in contexts of fragility, conflict or violence ;
  • Demonstrated experience in leading policy-dialogue on governance, public sector and social accountability/citizen engagement themes, in the development and supervision of operations and in the preparation of analytical products and diagnostic tools ;
  • Outstanding interpersonal skills, track record of working effectively in a multicultural team environment and the ability to build effective working relations with counterparts and throughout the Bank ;
  • Managing and curating knowledge; excellent organizational, problem-solving and analytical skills to deliver results.

Language Requirements : Fluency in both written and spoken Portuguese and English

 

Contract duration, reporting and location :

  • The Contract will be for a period of two years. The expected contract start date will be April 1, 2021.
  • The position will be based in Maputo, Mozambique.
  • The Consultant will report to the Governance Practice Manager of the EAEG2 Unit and be directly supervised by the Program Manager of the PREFER MDTF.

Note : The selected candidate will be offered a one-year appointment, renewable for an additional one year, at the discretion of the World Bank Group, and subject to a lifetime maximum ET Appointment of two years. If an ET appointment ends before a full year, it is considered as a full year toward the lifetime maximum. Former and current ET staff who have completed all or any portion of their second-year ET appointment are not eligible for future ET appointments.
