Objective :

The objective of this consultancy is to support the Ministry of Education and Technical Education in coordinating the key interventions under the ESPDG and will liaison with the Ministry of Education and Technical Education, both at the central and decentral level, ensure engagement and facilitation of . This consultancy will be under the supervision of the Education Specialist, System Strengthening and Skills Development.

 

Methodology :

This consultancy will be MoETE-based with some field visits, when needed and authorized by the direct contract supervisor, to accompany the field visits of the institution that will be developing the Education Sector Analysis and the Education Sector Plan, in collaboration with the MoETE. This consultancy will also coordinate some cross-sectoral interventions and will collaborate with other UNICEF’s sections and colleagues to ensure alignment and ownership.

 

Scope of Consultancy :

The consultant will deliver the following outputs within the timeline indicated.

Overall Coordination and Reporting
  • Review the workplan submitted by the institution/company commissioned to develop the ESA and the ESP;
  • Liaison within the MoETE and other relevant ministries and governmental partners on the needs and expectations in light of the workplan;
  • Liaison with UNICEF on the joint coordination on different interventions under the ESA and the ESP;
  • Submit monthly reports to UNICEF on the progress in light of the ESA and ESP development workplan, including bottlenecks and mitigation procedures;
  • Submit financial reports and support the final settlements of the grant.
A total of 57 days across the total overall duration of 9 months
Support to the Local Education Group
  • Contribute to the Local Education Group (LEG) monthly meeting preparation through circulating invitation among member personnel from the MoETE and its affiliated agencies and inputs to items to be included in the LEG’s agenda
  • Participate in the LEG meetings,
  • Share updates and facilitate discussions of the LEG when needed;
  • Minute the LEG meetings and circulate among member personnel from the MoETE and its affiliated agencies.
A total of 35 days across the total overall duration of 9 months
Support to the Education Sector Analysis
  • Provide technical insight into the ESA process;
  • Liaison within the MOETE and other relevant ministries and governmental institutions on the ESA process;
  • Coordinate access to data, workshops and field visits;
  • Ensure soliciting feedback and inputs from the MoETE and its affiliated agencies within the specified due dates in the ESA workplan
A total of 42 days across the total overall duration of 9 months
Support to the Education Sector Plan 
  • Provide technical insight into the ESP process;
  • Liaison within the MOETE and other relevant ministries and governmental institutions on the ESP process;
  • Coordinate access to data, workshops and field visits;
  • Ensure soliciting feedback and inputs from the MoETE and its affiliated agencies within the specified due dates in the ESP workplan;
  • Coordinating the costing exercise of the ESP, especially in terms of liaison with the Ministry of Finance when needed.
A total of 41 days across the total overall duration of 9 months
Support to the development of the Multiplier- Education Sector Plan Implementation Grant (Multiplier-ESPIG) Application
  • Provide technical insight into the Multiplier-ESPIG application development process;
  • Liaison within the MOETE and other relevant ministries and governmental institutions for their inputs and feedback on the Multiplier-ESPIG application development process;
  • Ensure internal buy in and ownership of the MoETE of the Multiplier-ESPIG application.
A total of 14 days across the total overall duration of 9 months

Duty Station : The consultant will be MoETE-based in Cairo with limited travel to targeted governorates, as per needed.

Timeframe :                     

The consultant is required for a total of 9 months.

As a long-term consultancy with on-going responsibilities throughout the consultancy timeframe, the consultant will be paid on a monthly basis on submission of the monthly report.

 

Qualifications, specialized experience and additional competencies :

Key competences, technical background, and experience required :

  • Advanced degree in education, public administration, public policy, project management or other relevant field ;
  • At least 8 years of professional work experience in development field with specific focus on Education working with international organizations ;
  • Experience in managing education projects ;
  • Experience in education sector analysis and plan is a plus ;
  • Fluency in English and Arabic is a requirement.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
