TITLE : Senior Program Officer

Purpose of the position :

To provide technical and managerial oversight for the planning, funding, implementation, evaluation and reporting of the respective World Vision grant programmes along with field operations to ensure that they are efficient and effective, and meet the goals and objectives of donors, WVI and community.

 

Major Responsibilities :

Planning, design, acquisition and implementation :

  • Use assessments and baseline studies to gather and prepare background information and lead the design process of full proposals and concept papers ;
  • Lead in the process of identifying new grant opportunities consistent with response and national office strategy ;
  • Facilitate successive and continuous program development with high standards in appropriateness, timeliness, and effectiveness of sector programs for sustainability, donor compliance, and accountability ;
  • Provide the final review of all proposals and concept notes prior to submitting to donors and World Vision support offices with high standards in appropriateness, timeliness, and effectiveness of sector programs for sustainability, donor compliance, and accountability ;
  • Assist in the identification of potential sector program priorities and projects ;
  • Prepare proposal budgets, in collaboration with the finance and sectoral teams, following World Vision chart of account and donor grant line items requirement and monitor expenses and budget (both grant total and by line item) and make adjustment in activity as needed ;
  • Ensure that program implementation is in line with international and World Vision International humanitarian quality and accountability standards including SPHERE, HAP-I, WV-HAF, Good enough guide, and WV’s child protection policy.

Monitoring and Evaluation :

  • Coordinate Annual Program Review Meetings to facilitate dialogue and learning on Project/Program Implementation ;
  • Assess the effectiveness of projects, recommend relevant changes to project outcomes and activities, and identify possibilities for new projects ;
  • Provide reporting and documentation according to donor and LEAP standards and monitor the progress of projects including frequent visits to regional offices and communities ;
  • Monitor funded projects’ progress based on agreed objectives, work plans, and timelines and provide regular updates to Senior Management Team and donors.

Reporting :

  • Track reporting deadlines for active grants and ensure that all Project Managers submit the reports in a timely fashion ;
  • Review as a final means of quality assurance all quarterly, annually, and final reports before submission to donors ;
  • Coordinate and collate the sections of sectoral programs and overall program reporting for the weekly progress report and monthly SitRep ;
  • Contribute to the preparation of lessons learned and disseminate to staff, stakeholders, and donors in coordination with DME coordinator.

Grant Management :

  • Monitor funding status for the assigned Program to identify possible funding gaps and ensure smooth transitions from one grant to the next upon grant closure ;
  • Work closely with Senior Grants Accountant on all proposal budgets to ensure a rational and harmonized program, and assuring that budgets contribute to core response costs as much as possible ;
  • Assist programs in project management within the planned timeframe, scope and approved budget ;
  • Work with the RAM and finance team to update and circulate the response funding matrix ;
  • Identify, document and share with project managers all risks to the effective implementation of project.

Donors liaison and Networking :

  • Represent World Vision at meetings with donors, stakeholders, INGOs, local organizations ;
  • Coordinate with project managers to address queries and requests for information in a timely manner ;
  • Develop and maintain solid working relationships with major (government/private) donors and World Vision Support Offices, including hosting visits, responding to communication, and ensuring that support office and donor requirements are met ;
  • Facilitate the growth of the response program by cultivating good working relationships and helping to build a good reputation based on proven integrity, expertise and reliability.

Qualifications:  Education/Knowledge/Technical Skills and Experience :

Knowledge, Skills and Abilities :

  • A Bachelor’s degree or equivalent in International Affairs, or Social Sciences or Business Administration, or related, with multi sector and cross functional skills acquired through formal education and work experience ;
  • Capacity to compile/write reports in French and English ;
  • A minimum of three (3) years overseas program design and management experience ;
  • A good attitude that is harmonious with humanitarian principles, and the collaborative team working environment it demands ;
  • Experience in cross cultural settings with a solid knowledge of emergency response programing leading to more developmental programing when circumstances, funding and related factors permit ;
  • Clear understanding of the working of the major donors, partners and their requirements and standards ;
  • Able to work with minimum supervision ;
  • Possess proven analytical and problem solving abilities ;
  • Able to plan and implement relevant capacity building ;
  • A sound knowledge of Budgeting, financial management and reporting ;
  • Strong MS Office skills including presentation and data analysis packages ;
  • Must be prepared to work in conflict-prone areas and live under basic and harsh conditions.
