Brief Description of the Assignment : The main objective of this assignment is to provide operational support to the Climate Change and Green Growth Division (PECG.2) team in relation to the implementation of climate change initiatives including the “Private Sector Investment Initiative for Africa Nationally Determine Contributions (NDCs)”. The Consultant will liaise with consulting firms, development partners and Africa NDC Hub stakeholders to ensure efficient communication and coordination of workflow within PECG.2.

Private Sector Initiative for NDCs in Africa : Operational Assistant – Individual

Consultancy

 

  1. Introduction :

The Paris Agreement on Climate Change mandates all countries, including those in Africa, to submit Nationally Determined Contributions (NDCs) as their commitment to keeping global warming below 2oC. In Africa it is estimated that the implementation of NDCs will cost about USD 3 trillion by 2030. All projections indicate that about 75% of this cost will come from the private sector. There are key sectors where innovative approaches are poised to widen the tent, attracting billions in private sector capital. By all accounts, engaging the private sector in climate-smart investments is a cornerstone to growing climate business opportunities in Africa. However, private sector participation in climate action in Africa is weak and needs to be strengthened to take advantage of the abundant opportunities for green investments in the continent. The “Private Sector Initiative for NDCs in Africa Project” will address the key constraints and identify green investment opportunities in the following key sectors: (i) Climate-smart Agribusiness; (ii) Transport and Infrastructure; (iii) Green buildings and Smart Cities; (iv) Renewable Energy and Energy Efficiency; (v) Waste management; (vi) water, waste water and irrigation; and (vii) financial sector.

The Climate Change and Green Growth Department (PECG) through support from the Bank’s Fund for African Private Sector Assistance (FAPA) is implementing a project entitle : “Private Sector Investment Initiative for Nationally Determined Contributions (NDCs) in Africa in six Pilot countries: Egypt, Morocco, Angola, Mozambique, Nigeria and South Africa”.

The project is divided into two key assignments :

Assignment 1: Identification of NDC investment opportunities for the private sector : This assignment will focus on challenges and opportunities of private sector participation in climate change initiatives and how to strengthen private sector capacity to take advantage of the abundant opportunities for green investments on the continent.

Assignment 2: Scaling climate Action through Climate technology and Innovation by SMEs : The assignment will address key constraints faced by SMEs operating in the clean technology sector, and design and operationalize the pilot incubation and acceleration programme for the Climate Change and Green Growth Department of the Bank.

2.Duties :

The individual Consultant will support AfDB/PECG.2 and work under the general supervision and guidance of the Manager, PECG.2.

His/her core duties/responsibilities will include the following :

  • Support PECG on the overall management of the Private Sector Initiative for NDCs in Africa ;
  • Ensure collection and consolidation of project data and information as requested by the AfDB team and conduct basic analyses of AfDB data and prepare appropriate presentation in reports, figures, tables, etc. ;
  • Monitor Private Sector Initiative for NDCs in Africa project work programs and deliverables, update databases on a regular basis, and contribute to information management and circulate related information when necessary ;
  • Support the finance and accounting function of the Private Sector Initiative for NDCs in Africa project, including: ensure timely payments of all bills and payment requests; follow-up and report periodically on the status of payments to all stakeholders; record, up-date and monitor expenditure in accordance with the FAPA and AfDB’s internal control rules and procedures; keep and maintain daily updates of all the records and all financial transactions captured and entered in SAP ;
  • Lead the preparation and logistical planning for various events, e.g. conferences, teleconferences, workshops, negotiations, meetings and missions of AfDB team and consulting firms ;
  • Oversee all procurement related aspects in relation to the FAPA/AfDB administrative unit, including: maintain standard procurement documentation according to Bank’s rules and regulations; oversee procurement of goods, works and services; maintain up-to-date procurement master data and transactions using the relevant Bank’s application (SAP) ;
  • Oversee administrative staff to ensure that proper recording and tracking of critical FAPA information is undertaken in the Office; use relevant computer skills to produce terms of reference, reports, figures, graphs, etc.; maintain up-to-date work unit project and other files (both paper and electronic).
  1. Eligibility and Selection Criteria :

Relevant Experience :

  • At least 5 years of relevant experience in climate change, environmental management, international development ;
  • Master’s degree in Business Management, international development, administration, finance or any relevant field ;
  • The consultant should be a national of one of the member countries of the Bank ;
  • Good knowledge of and some experience in specialized operational support functions (e.g., project management, database management, knowledge management, task management, major event/course planning, etc.) and ability to assist in applying relevant procedures, processes and systems ;
  • Expertise in the use of standard software (Microsoft Word, Access and Power Point) including expert competence in SAP and Excel ;
  • Ability to work both independently, with minimum supervision and in teams; as well as ability to oversee the work done by the administrative staff of the Climate Change and Green Growth Department ;
  • Good organizational skills and ability to prioritize and deliver assignments in a timely manner often under time pressures ;
  • Strong client responsiveness/service orientation ;
  • Ability to prepare presentation materials using various software packages with some guidance ;
  • Excellent English and French language skills (verbal and written) ;
  • Knowledge of NDCs and/or climate change issues in Africa and Climate finance instruments managed by AfDB is an advantage.
  1. DURATION OF ASSIGNMENT :

The contract will commence at completion of the selection process and upon signing of a contract. The contract with the selected Consultant will last for period of six (6) months -renewable based on satisfactory performance. A precise work program will be agreed with the Manager, PECG.2 on commencement of the assignment.

  1. REMUNERATION :

The remuneration should be an all-inclusive fee to be negotiated upon contract signature in compliance with the Bank’s established remuneration scale considering requisite qualifications and experience.

  1. EVALUATION OF OFFERS AND PERFORMANCE :

The prospective consultants’ offers will be evaluated based on the following criteria:

i. General qualification and suitability for the task to be performed 35%
ii. Experience in specific assignment described in the TOR 35%
iii. Experience with international organizations 10%
iv. Proficiency in English and French 10%
v. Knowledge of the African Region 10%
