RECRUITMENT FOR INDIVIDUAL CONSULTANT – PROGRAMME OFFICER CONSULTANT

Request for Expressions of Interest for Individual Consultants

 

 

 

  1. The African Development Bank (AfDB) wishes to recruit a Programme Officer consultant under the Africa Climate Change Fund (ACCF) to support the growing portfolio and project management and administration activities within the ACCF secretariat ;
  2. Under the leadership and guidance of the Climate Finance and Environment (PECG.1) manager and the ACCF Coordinator, the Consultant’s core duties will include the following activities but not limited to (further details are outlined in the Terms of Reference) :
  • Lead1 and support task managers in advancing ACCF projects through the project cycle, particularly in areas of procurement, developing and executing work plans, legal processing, disbursement, and reporting in collaboration with relevant Bank departments ;
  • Support the preparation of ACCF’s annual report, the annual workplan and budget, bi-annual newsletters and periodic updates, briefs ;
  • Support the Secretariat in project review and screening of full proposals.
  1. Interested Individual Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake the Assignment (relevant documents, information on similar services undertaken in the past, relevant experience, etc.) ;
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s procedures for the acquisition of consulting services funded by the administrative budget of the Bank. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
  1. The duty station for the assignment will be based at the AfDB Headquarters in Abidjan, Cote d’Ivoire. A precise work program will be agreed upon with the ACCF Secretariat on commencement of the assignment.

  1. The duration of service is 12 months with possibility of renewal based on satisfactory performance and relevant rules. The tentative starting date is 1st February 2021.   1. ESTABLISHMENT OF THE SHORT LIST

A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume/curriculum vitae ;

  • Master’s degree in economics, finance, international relations, environmental science, climate change or related field ;
  • At least 5 to 8 years working of relevant work experience in Africa in project management in the context of climate change adaptation, climate finance, and/or institutional capacity building with development finance institutions including the African Development Bank, World Bank or other bilateral or multilateral institutions ;
  • Sound knowledge of global climate finance instruments, in particular the Green Climate Fund, including understanding of African countries’ climate finance needs and priorities ;
  • Demonstrated experience in communications including newsletters, annual reports, blogs, web articles etc. ;
  • Strong proficiency in oral and written English and French with excellent communication skills as demonstrated by an ability to express ideas clearly, logically and effectively.

Africa Climate Change Fund

Terms of Reference for Recruitment of Programme Officer Consultant

  1. Introduction :

The Africa Climate Change Fund (ACCF or Fund) was established in 2014 as a bilateral thematic trust fund and in 2017 following the joining of other donors it was converted to a multi-donor trust fund. The ACCF provides small grants to African governments, non-governmental organizations (NGOs), and regional institutions to support African countries to support their transition towards climate resilient, low- carbon development and to scale-up access to climate finance.

The ACCF has fifteen (15) approved projects in its current portfolio, eight (8) of which are nearing completion and seven (7), which were recently approved and are being implemented. Additionally, three (3) pipeline proposals are undergoing technical and fiduciary appraisals for submission to the ACCF Technical and Oversight Committees for approval. Following a new contribution from the Global Affairs Canada and the Government of Quebec, the ACCF will commence funding projects focused on Gender Equality and Climate Resilience.

The ACCF projects are co-managed in some cases with bank task managers (TMs) and where there are no assigned TMs, projects are managed solely by the ACCF Secretariat. The Programme Officer will support the implementation of assigned approved projects and support project appraisals of new projects.

Objectives of the assignment :

The African Development Bank (AfDB) wishes to recruit a consultant under the ACCF to support projects appraisals and implementation, portfolio management, communications, outreach and administrative activities.

  1. Scope of Work :

Under the supervision of the ACCF Coordinator and the management of the Climate and Environment Finance Division (PECG1) of the Climate Change and Green Growth Department (PECG), the Consultant will assist in the following areas :

Project Management :

  • Lead2 and support task managers in advancing ACCF projects through the project cycle, particularly in areas of procurement, developing and executing work plans, legal processing, disbursement, and reporting in collaboration with relevant Bank departments ;
  • Provide technical support to project executing entities to ensure quality and relevance of project activities and carry out effective monitoring and reporting of project activities 2 For projects for which the Secretariat is the task manager (through bi-annual progress reports and project completion reports) in line with the ACCF results management framework ;
  • Serve as the focal point and liaison between the ACCF Secretariat, task managers, and project executing entities and to provide support to executing entities in particular on technical, operational, procurement, disbursement, and results management issues to advance project implementation ;
  • Undertake inception and supervision missions when necessary to engage with project executing entities, in collaboration with relevant Bank staff to provide guidance, to address any bottlenecks and advance project implementation ;
  • Liaise with internal bank departments and trust funds and external stakeholders (e.g. other agencies supporting related projects) to ensure effective coordination of ACCF projects with other ongoing related activities in the relevant countries and regions and to explore opportunities for collaboration ;
  • Support the Secretariat’s reviews of concept projects and screening of full proposals ;
  • Regularly update the ACCF Coordinator of any delays, challenges, or risks to the smooth advancement of the ACCF portfolio ;
  • Maintain updated files and documents for all projects on the Funds shared drive.

Outreach and communications :

  • Support the organization and execution of outreach and knowledge exchange workshops and events for executing entities of ACCF projects ;
  • Engage with other Bank trust funds to share and exchange experiences and learnings ;
  • Support the preparation of ACCF’s annual report, bi-annual newsletters and periodic updates, project briefs, annual workplans and budgets, brochures and press releases ;
  • Strengthen the ACCF’s web-presence (AfDB website, external website, external donor data platform, blog, etc.) ;
  • Support the ACCF Secretariat to strengthen its communication on the ACCF activities and funded projects in climate change adaptation and access to climate funds issues, including through developing short articles, blogs, and profiles to share lessons from ACCF projects and activities.
  1. Deliverables and Reporting :

The Consultant is expected to contribute to the realization of ACCF’s overall objectives and work program for 2021.

Specific outputs to be produced during the course of the assignment includes :

  • An Inception Report eight weeks after assumption of duty, outlining the agreed upon work program and operational recommendations ;
  • Evidence of the smooth and timely execution and disbursement of assigned projects and additional projects to be approved in 2021 ;
  • Support the preparation of the 2021 annual report, newsletters and other communications materials ;
  • Support preparation of project progress reports, portfolio status reports, press releases, and back-to-office reports ;
  • Contribute to the preparation of the ACCF’s 2021 annual work programme and budget ;
  • Submit a completion report at the end of the assignment outlining all deliverables achieved and further work necessary ;
  • Submit any other report/assignment required by the ACCF Secretariat.

At the conclusion of the assignment, the Consultant’s outputs will be evaluated based on the following criteria :

  1. Professional competence ;
  2. Organizational and communication skills ;
  3. Reliability ;
  4. Timely delivery of results.

Quality of work produced.

The consultant will report to the ACCF Coordinator, under the overall supervision of the Manager, Climate and Environment Finance Division.

  1. Qualifications and Experience :
  • Master’s degree in economics, finance, international relations, climate change or related field ;
  • At least 5 to 8 years of relevant work experience in Africa in project management in the context of climate change adaptation, climate finance, and/or institutional capacity building ;
  • Sound knowledge of global climate finance instruments, in particular the Green Climate Fund, and capacity building for sustainable development in an African context, including understanding of African countries’ climate finance needs and priorities ;
  • Demonstrated experience working with development finance institutions; experience or knowledge of the processes, procedures and project management systems of the African Development Bank would be an advantage ;
  • Demonstrated experience working with climate funds and institutions, and/or Bank trust funds is an advantage ;
  • Strong organizational and time management skills and attention to detail, ability to work independently, pro-actively and with little supervision ;
  • Experience in communications including newsletters, annual reports, blogs, web articles etc. ;
  • Ability to communicate effectively with a range of actors including external executing agencies, senior government officials, partner organizations, donors and others ;
  • Good interpersonal skills, and ability to work within a team ;
  • Proficiency in MS Office applications particularly excel and access; knowledge of the Bank’s SAP software would be an advantage ;
  • Professional proficiency and demonstrated writing ability in English and French is required.
  1. Duration and Location :

The consultancy is tentatively expected to begin 1st February 2021 and will cover a period of up to 12 months with the possibility of renewal based on satisfactory performance and relevant rules. The consultancy will be subject to a three-month probation period. Remuneration will be competitive and based on the qualifications and experience of the selected consultant, in line with the Bank’s guidelines on consultant remuneration. The duty station for the assignment will be based at the AfDB Headquarters in Abidjan, Cote d’Ivoire. A precise work program will be agreed upon with the ACCF Secretariat on commencement of the assignment.

  1. Remuneration :

The consultant will receive a monthly lump sum. No additional benefits or per diems will be paid whilst working from duty station. The consultant is responsible for his/her own health insurance and accommodation costs. The Bank will cover full costs of any required missions and provide per-diem in accordance with rules governing consultant mission travel.
